While the GRCA have experienced Level 1 conditions in the past, it is unusual for conditions to be dry so early in the season. The last time the GRCA experienced a Level-1 low water condition was in 2007 from August through November, and also in 2005 from July through August. A Level-1 low water condition is when stream flow in the Spring is less than 100-percent of the lowest average summer month flow, or when three months' precipitation is less than 100percent of average preciptation. Based on provincial guidelines, local watersheds have entered into a Level-1 Loyal Printing Ltd. 5310 Main St., Orono 905-983-5301 low water condition because of below-normal precipitation levels. The affected major watersheds are Midtown Creek, Cobourg Creek, Gages Creek, Ganaraska River, Port Britain Creek, Graham Creek, Wilmot Creek, Plainville Creek, Harwood Creek and other numerous smaller tributaries of Rice Lake and Lake Ontario. In the major catchments, the recorded flows are above 100-percent of the lowest average month's flow (August) for the long term period of record. This is due to high water retention in the largely forested headwaters of our systems. However, since February the precipitation volumes have been low. All weather stations operated by the GRCA recorded below 80-percent of the normally expected precipitation. These numbers are based on the three month accumulated totals from February 1st to April 31st 2010 compared to historic averages over a 30- year record. The Conservation Authority will continue to monitor local conditions and provide updates as conditions warrant. Willie Woo says he is "For You" Willie Woo, currently the local councillor for Ward 3, has announced he will be seeking the Regional seat for Ward 3 and 4. In a press release issued on Friday, Woo announced his candidacy, saying, "I am, to this day, still very honoured and humbled to be serving as your Local Councillor and being able to fulfill that trust. While this has been a challenging term of Council, the contribution and participation on your behalf has been rewarding and exhilarating." Woo says he is optimistic about the future for Region and I would like to lead us there," he stated. Economic growth and managing your tax dollars to maintain a service level you have come to expect will be of high priority, says Woo. As in his last campaign, Woo will respectfully decline contribution dollars from developers for his campaign. Woo first ran for office in 2000, for the Regional 3 and 4 seat, and was defeated by Charlie Trim by a very narrow margin. In 2006, he was elected as the local councillor for Ward 3. the Muncipality of Clarington as we recover from the "global meltdown."
