Oshawa City counicil recently voted 8-2 in favour of a resolution supporting a plan to join Courtice and Whitby wlth Oshawa. The plan is known as an "urban boundary consolidation." They have signed their littie reso- lution and sent It off to Mult Farrow, the provincial officiai who Is revlewlng municipal restructurlng In Ontario. This plan bas been klcklng around Oshawa council for sev- eral years. Whltby residents already voted some Urne ago with an almost 95% of the voters saylng "no" to joiming with any other municipalities. This being the year of amalgamations 1 guess Oshawa thought the Urne was ripe for their littie seheme. Mayor Diamond doesn't have to concern herself with any negative publicity outside of Oshawa because voters do not cross the city limits. Oshawa will be hit bard when the provincial govemment ffinishes down-loading services to munticipalities, i.e., social services and subsidized housing. A larger urban base and the avallable land in Courtice for development give Oshawa the revenue it wlll need to fund services. When regional gov- erriment was established i 1974 Oshawa paid approximately 42% of the Reglon's bis. Now Oshawa pays onily 31% but 50% of the Region's budget is spent in Oshawa. The rural communiies that provide the cities with their daiiy bread are seen as a drain to the tax base and would have to fend for themselves. -I tbink Councillor Scott had the right idea at last week. Monday's counicil meeting when he said, I don't thlnk we should get too bent out of shape, but keep this. in context." It Is a shanie to waste any media attention on these bul- lylng tactie because even the smallest amount of attention tend to give any scheme some legitimacy., Courtice would blend in quite nicely with Oshawa when al the strip maIls are built linkIng the two communities. Clarington council decided not to respond to the Oshawa scheme but will work instead on a report to Milt Farrow, in response to an earlier report by Milt Farrow to the province on municipal restructuring. Good move. We should brace ourseives for a temper tantrum from Mayor Diamond.
