Oshawa City counicil recently voted 8-2 in favour of a resolution supporting a plan to join Courtice and Whitby wlth Oshawa. The plan is known as an "urban boundary consolidation." Whltby residents already voted some Urne ago with an almost 95% of the voters saylng "no" to joiming with any other municipalities. Mayor Diamond doesn't have to concern herself with any negative publicity outside of Oshawa because voters do not cross the city limits. Oshawa will be hit bard when the provincial govemment ffinishes down-loading services to munticipalities, i.e., social services and subsidized housing. A larger urban base and the avallable land in Courtice for development give Oshawa the revenue it wlll need to fund services. When regional gov- erriment was established i 1974 Oshawa paid approximately 42% of the Reglon's bis. Now Oshawa pays onily 31% but 50% of the Region's budget is spent in Oshawa. The rural communiies that provide the cities with their daiiy bread are seen as a drain to the tax base and would have to fend for themselves. -I tbink Councillor Scott had the right idea at last week.
