The role of the Cornmittee is to foster discussion and debate on our future, how we can change Canada for the better and keep our country together. However, a public discussion paper "Changing for the better - an invitation to tallc about a new Canada", is available to encourage everyone to take part in As of the first part of April Canada Post is to recognize Courtice as baving its own officiai. municipal identity which is much to the delight of members of the Town of Newcastle council. In 1989 Newcastle council appointed councillor Larry Hannah and planning direc-tor Frank Wu to approach Canada Post with respect to establishing a postal address identity for Courtice. Following a number of meetings council in May of 1990 officially requested Canada- Post to-proceed to create the postal address identity which will now come into effect as of April 8th, 1991. Letters bave been drafted to be sent to the individual residents outlining their new address if there is change. Residents as well are to" be informed of the location of their boxes and their specific area codes. Canada Post representatives addressed council on Monday outlhiing the action to be taken and stating thatail residents will be notified in early March what is happening as to their mail delivery couse April 8th. It was stated that it should be a smooth transformation. The in-service 'dates of Units 3 and 4 at the Darlington Nuclear generating Station have been delayed by six months and three months respectively. The new dates are June 1992 for Unit 3 and March 1993 for Unit Four. The delays are the result of many factors, inl uding the size and coin- plexity of -the project, unforseefi and tîime-consumingý technical pro- blems with the start-up of Unit 2 and the resourcing needs of rehabilitation projeets at other sta- tions. In total, this work absorbed staff who would otherwise have been working on Units 3 and 4. Unit 2 was declared in-service last October. It is currently, shut down to remove damaged fuel from one of its 480 channels. The warrantY inspection on the unit 's turbine generator will be done during the current shutdown, to avoid a scheduled two-month outage next Ail mail for Courtice will now be handled in the Town of Newcastle. The area of Courtice has been defined south to the lake, east to Hancock's Road and wêst to the Town lune. Although there was joy at council over the move the plan has not been so for some mail carriers connected with the Oshawa Post Office. They point out that they will no longer bemng delivering mail to a portion of the Courtice area who formerly had Oshawa addresses. Canada Post bas hired a private contractor to undertake those that had door-to-door delivery and with the Oshawa address. It is a requiremnent 'of the contractor to service the area of the Courtice postal identity whether it be by door-to-door or through community mail boxes which do service a wide majority of Courtice residents. Canada Post had initialy intended to replace door-to-door with group mail boxes but bas since resolved not to do so. The area so served is in the Towniine area. fall for this purpose. Students were tested in 100 english-language schools as well as 100 French-language schools.
