"It's Only A Paper Moon" It was a popular tune on the airwaves during a period of the big band era which of course dates back to thre late 30s and early 40s. What does it have to do with to-day? Not much iri the formn as the title suggests but if it were current today we would lilce to change just one word in the title Its Only a Paper World". And further we would like tri use a phrase in thre lyrics, "it's ail malce believe.' Is there a problemn here? We think so, judging fromn happenings over tihe past couple of weeks through juggling with paper and seemingly living in a "mnake believe world. As you miay be aware we have installed a new computer system at the Times and there is need of training to use the new equipment efficiently and to its capacity. It just s0 happens that the province through thre Ontario Skills Development Office does provide assistance financially for training and it is available to ail businesses. Mter a number of phone calîs we were able to make contact with the Oshawa Office and their Training Conisulting Service. No problemn they would visit our premises shortly which they did. We were supplied with an application form and told of the need for a Company Profile and a Training Plan schedule. We were even provided with samples of due' required profile and thre Training Plan. nhe profile sample contained eight pages while the Training Plan numbered up to eighteen pages. Later on reading the sample profile and thre sample training plan brief 1 felt mhat mhey had flot been prepared by any owner of a small business. They were wordy, repetitious, in minut detail and flot too discernable. (Somne of the questions- "situational analysis, "job or function description mhat Identifies the ideal performance desired of target population", lerminal performance objectives representing desired target group behaviour on the job.") - Wimh my blood pressure up a few points and being somnewhat obstinate, the attempt was made. The Orono Times Profile, one and a haif pages comparing tri the eight page sample. "What else could I write, I had said it all in mhe one and haif pages" As far as mhe training program four pages comparing with eighteen. Âfter ail, it is the purpose for the application to leamn about the computer and ahl its operations. How can one outline these operations if one doesn't know duey exist? All we do kçnow is what we want in mhe end result. The application and the company profile passed the test. That is flot the case with the training programi. We are still dickering but unfortunately mhe Oshawa Office is closed for nine days for thre holiday season. What a perk while we continue to dangle. <Well you have had part of this "Paper World of Make Believe." Larry Hannah at the last counicil meeting announced mhat a fine paper recycling pick-up was avaulable. Great I thought, now we need not throw out our fine paper clippings and waste. Further more Kristen McCrea had askedthe Town if people in mhe Orono. area could deposit fine papers with those assembled for recycling at the Town office. Here, at thre Times, we would have an opportunity to provide such a service right in the village. Phone the Durham Waste Reduction Office. t should be quite simple. There was sorte confusion but that was understandable after all mhe'recycling program is in some form of transition from Durham Recycling to the Durhamx Region. "Yes a plan is iri operation but how would it be picked up in ( Orono." "No we don't have any information we could send you." "Can we pick a Urne and I will call upon you'. "Thursday at ten a.m." Thursday at 10 a.mn. the visit was underway with a pleasant young woman. delivering -_ information that could have been mailed or given over the phone. I would need burlap bags BueLD"ING% F SUPPciLIES which does sound ideal but how would we be sure others using the b-ags would only put fine papers in the bags? I suppose we cari only hope. l'ru to have an answer and report within two weeks. rI the meantime I read in the Oshawa Times that the Oshawa Times did have a fine paper pick- up wher the recycling was operatedby Durham Recycling. That isflot the case to-day with the operation under the jurisdiction of the Region of Durham through a private contractor. The contract is only for residential units. Maybe there really is confusion, here but we are willing to wait our two weeks. It really is, "OnIy a Paper World of Make Believe" arid when the- various levels of govermment state there just isnt money available for worthy projec ts it may be it's a matter of 'priority. There is a lot of fat to be cut. 1Wishing you ail health, wealth and happiness in the New Year. Hope you see every dream fulfilled.
