The challenge this winter is to'solve those' problems while stretching your gasoline dollars. Remember, car engines use more gasoline in winter. That's because colder ambient temperatures slow engine warm-up tîme. Cold weather alsoi makes it 'more difficult to keep engines operating at normal temperatuLps. Both factors increase fuel consumption. Good cconomy begins when your car engine starts. Use correct starting procedures. They differ from car to car, especially if one car is equipped with a carburator and another is fuel-injected. A quick check of your owner's manual will confirm the right procedure. Once the engine is running, don't allow it to idle longer than it takes >you to get cornfortable in your seat, confirm correct mirror positions and adjust driving controls. Don 't substitute idling warm-ups for needed mechanical repairs to engines that don't start properly or are subject f0 stalling. Always use a hand scraper to clear frost from windows -- not heat from the engine. Gas mileage from a stationary vehicle is zero. An electrical engine-block heater on a cold morning is a smia]l1 price to pay for warmîng an engine in ad- vance. It gives you instant warmneth from your car heater in addition to saving gasoline. One hour's electricity for an engîne heater costs about 10 to 15 cents. Your savings in gasoline cos should be three times that. Engines idle slightly faster while warming up. Be on the lookout for engines th4t stay on fast-idle or belch black smoke from the ex- haust. Both indicate wasted gasoline and needed service. Longer engine warm-ups make it more important than ever to com- bine errands in the winter. To use less gas, combine different shopp- ing trips into one. Make it a goal this winter to start your car only if you can accomplish two or more tasks each trip. Tire pressure is important to fuel economy and winter driving safety. Check pressures often in cold weather because tire pressure falîs with temperature. Underinflated tires decrease- mileage and affect your .ability to safely control your- vehicle. Correctly shutting down the engine'is as'important as correctly starting it. .Avoid revvying an engine before turning if off. It won't make the engîne start easier next time. This practice actually can damage turbocharged engines. There are lots of ways to save gas. Payoffs are bigger where fuel consumption is highest -- city driv- ing. Challenge yourself this winter -- see how much money you save by using these simple driving tips. "Because we are limited- by time and these concepts need to be refin- ed, 1 believe that a transition pro- gram is required for the 1991-92 crop year," Buchanan said. He also stressed that horticultural producers face similar pressures and stated his intention to meet with the producers to discuss their involve- ment in GRIP and NISA. At the meeting, Buchanan ex- pressed his concern about ghe General Agreement on Tariffs and Trade (GATT). negotiations. "I support Canada's balanced position at GATT and 1 believe that it is important for that position to be fully supported and aggressively pursued at the'Brussels meeting in December," Buchanan said. The final negotiating round of the talks is scheduled for Dec. 3-7 in Brussels, and Buchanan stated his intention to attend. "AIl Canadian federal and pro- vincial ministers of. agriculture should be attending these talks to show our unity end support for Canada's position to stengthen and clarify Article xi and reduce export subsidies, ' said Buchanan. He requested that federal agriculture minister,- Don Mazankowski, meet with provincial agriculture ministers in Brussels throughout.the week and especially during the final days as negotiations intensify. "Thiese talks could have immense implications for Canadian agricultural policy. Ail ministers of agricuilture should meet soon after the end of the round to discuss these implications," he said. ~ ,v'N, .~<.
