www.insideHALTON.com | OAKVILLE BEAVER | Friday, May 15, 2015 | 4 Would proposed CN Milton Logistics Hub affect Oakville? by David Lea Oakville Beaver Staff Would the proposed CN Milton Logistics Hub impact Oakville? Local councillors attempted to get answers to that question by grilling a CN team during Monday night's council meeting (May 11). CN Director of Corporate Development Marie Terese Houde outlined the proposed project, which she said would be built parallel, and adjacent to, an existing CN rail line between Britannia Road and Lower Baseline Road in Milton. It would be located next to the Halton Waste Management Site and feature six tracks, including three service tracks and three pad tracks, which are used to load and unload containers off railcars. "The terminal will handle four trains per day. Two in and two out," said Houde. "On opening, the terminal will generate approximately 650 trucks in and out and this will ramp up progressively into 800 trucks per day within five years." CN Vice President of Public Affairs Paul Deegan said the terminal is needed to help meet the growing demand for consumer goods in the GTHA. The Milton hub is intended to complement Canada's busiest intermodal hub in Brampton. The Milton site, said Deegan, was chosen because of the presence of an existing CN mainline and its proximity to the 401 and 407 highways. He noted CN's $250-million investment in the terminal would generate 1,000 direct and indirect jobs with 130 people working at the terminal itself. Deegan also said the terminal would give Oakville businesses access to customers from Halifax to Vancouver and from Chicago to New Orleans. Among the key concerns expressed by councillors were what routes the 800 trucks would be travelling to get to the highways. Houde said about 80 per cent of the trucks would be using Hwys. 401 and 407. She noted that while the routes to those highways have yet to be finalized she expects the bulk of the truck traffic would travel to Hwy. 401 using Regional Road 25 or James Snow Parkway. Some trucks would also make their way to Hwy. 407 using Regional Road 25. Houde noted about 20 per cent of the generated truck traffic would make use of the QEW and Hwy. 403. It is not clear at this time what route the trucks would take to reach these destinations. Ward 4 Town Councillor Roger Lapworth voiced concerns about the trucks potentially taking Bronte Road south to the QEW because of the residential neighbourhoods they would pass through. Houde also said the peak truck travelling times would not be at rush hour, but between 10 a.m. and 3 p.m. Ward 3 Town Councillor Nicholas Hutchins pointed out that while 800 trucks will eventually use the facility per day each truck would make a trip to the terminal and a trip back meaning the terminal will ultimately add 1,600 truck trips to Halton roads per day.
