Nearly every item in the agenda has been under review, the present status of the various problems being as follows: "Capital ship ratio--Japan withholding acceptance of the 5-5-3 standard until the questions of Pacific fortifications. Manchuria and Shantung are settled in her favor. Submarines--Balfour is still fighting for the complete abolition of the submarine, but is making no headway. Auxiliary craft--Experts have not yet got together on the Hughes plan. Naval holiday -- British technical objections to the suspension of all naval construction work for ten years still under consideration. Four sub-committees have been appointed and are dealing with the following questions: Customs--Agreement on Sir Robert Borden's plan to grant China a 7% per cent, ad valorem tariff is held up by Japan's insistence that it shall not be more than 5 per cent. Extra-territoriality -- Commission to be appointed to investigate on the spot the administration of justice in Wireless--Technical committee to go to Pekin to decide question of wave lengths. It may be asked to report also on the feasibility of handing over foreign stations tq China. It is agreed that no commercial use shall be made of the legation stations in Pekin, provided the Chinese furnish equally efficient means for communication. Leased territories--France's conditional offer to restitute her holdings withdrawn because Japan will not leave Manchuria and Britain will not give up Koolong and Hong Representatives of the United States, Britain, Japan, France and Italy are negotiating a general agreement or understanding in regard to the Pacific, which shall take the place of the Anglo-Japanese alliance. Direct negotiations between China and Japan have begun in Washington with diplomatic representatives of the United States and Britain sitting in. Japan is fighting for joint control with China of the Kiachow railway and mines. China insists on the unconditional restitution of all Shantung territory and properties. No progress yet made.
