Bronte Green Corporation put forward its development application to the Town of Oakville more than a year ago -- in March 2014. The matter has since been appealed to the Ontario Municipal Board (OMB) with Bronte Green representatives arguing the Town failed to deliver a timely decision on its development application. Under Ontario's Planning Act, a municipality has a prescribed period of time in which it must take action or the applicant is allowed to appeal to the OMB. An OMB pre-hearing on Bronte Green's proposal is scheduled to take place on May 1 with the hearing itself set to start in October. Elgar is calling on residents to attend his April 14 meeting so they can learn about the OMB process and how they can become involved. The Town began a study of the Merton Lands, which includes the Saw-Whet Golf Course, in 2012 to further define the Fourteen Mile Creek valley lands and adjust the affected land-use designations. Since then, extensive technical studies, analysis and public consultation has been undertaken. According to Elgar, the Town's Merton Lands Planning Study is ongoing despite the development applications received. Town staff are still waiting for a complete environmental assessment of the site, said the Ward 4 councillor. The Province had expressed early interest in developing 60 townhouses on the eastern edge of the lands, just off of Third Line. However, Oakville MPP Kevin Flynn announced last September that Infrastructure Ontario (IO) was withdrawing its proposal, leaving only Bronte Green's application outstanding. The Town has leased properties on the Merton Lands from IO until 2040. Deerfield Golf Club also has a lease from the Province that expires in 2022.
