it is regrettable that earlier aspirat ions of Barrie City Council could not be met in respect to the civic budget it is to councils credit nevertheless that tax rate increases were kept down to com paratively modest figures Bate increases of 1188 mills on farms similar boost on residences and 27626 on nonresldents must be regarded as modest in the light of heavy pressures on the civic tax dollar The of the increases were due largely to higher costs of secondary school education and an anticipated drop in revenue from grants In the field of general government ov er which it has control the council man aged to hold the line nicely But it was powerless to do anything about school costs which come under the jurisdiction of school boards Council is little more than collecting agent for the boards This Is not meant to im ly that the achool boards are irrcs onsi le on ques tions of finances Noth ng could be far ther from the truth They work closely with the council in efforts to curb mount ing costs but like the council the are sometimes powerless to do much any thing about some forms of expenses This year one of the uncontrollable Max Freedman syndicated Washing ton columnist has
