14 the examiner Wednesday Nov Textbook production hit by cuts WINNIPEG CPI Reduced education budgets have resulted in decline in the num ber of textbooks manufactured in Canada says William Clarke executive vice president of Clarke Irwin and Co Ltd In the old days probably 75 per cent of our dollar volume was in the textbook category Nowadays its more like 25 per cent of our business in terms of production said Clarke whose company was founded by his parents in 1930 He said the drop has led the Torontobased company to con centrate more on the general book market Were also going out much more aggressively seeking out manuscripts both fiction and nonfiction Clarke said in an interview Most books published by Clarke Irwin originate outside Canada This fall the firm plans to publish between 500 and 600 such books along with calenders and other non book materials But Clarke said the firm which now publishes 15 Cana dianoriginated general in terest books year hopes in the near future to increase that number to 35 The market for Canadian writing has been increasing steadily during the last 10 years he said but the retail or nonlibrary market for fiction published in hard cover editions still is small FEW ILBLlSllIIl Clarke said his company gets about 750 unsolicited manu scripts year of which fewer than one per cent are published but publisher has to be on the lookout for new writers He said one of his firms most talkedabout books No Safe Place is study of the mercury pollution issue by Warner Troyer journalist and broad caster who had not written book before On the fiction side Clarke said sale of 1500 copies of Canadian novel is considered good He said if book selling for $10 sells 5000 copies the author could count on $5000 in royal ties plus perhaps another $3000 or $4000 from paperback sales Fall is the big season in Ca nadian publishing and accounts for between 60 and F5 per cent of the annual market Clarke said the companys annual sales now are about $25 million National publishing houses like larke Irwin are not inter ested ii books of only regional appeal Iarke said But it someone came up with an inter esting book on Alberta Premier Peter Lougheed for example his firm probably would jump at the chance Nine cities losing funds SARNIA Ont CPi Ma 0r Andy Brandt said Tues ay there are nine Ontario cities in cluding Sarnia and Windsor losing funds because of unfair calculation of resource equal ization grants The mayor said it was found through studying provincial fig ures that Sarnia is losing $19 million year and Windsor $85 million He said other municipalities losing funds are London $15 million St Catharines $12 million Burlington $12 mil lion Sudbury $12 million Kit chener $600000 Kingston $450000 and Woodstock $323000 Mayor Brandt said any mu nicipality not on the list is ei ther getting too much money or breaking even He would not say which cities he knows are getting too much dont want to make any enemies he said We may need their support City officials say Samia does not receive any equalization grants because its assessment figures are updated compared with municipalities whose as sessment figures are as much as 30 years old The loss in the equalization grant means the average prop erty owner in Samia is paying an extra $58 year in taxes said Brandt He said the citys larger taxpayers are paying substantially more Imperial Oil Ltd he said is paying $170000 more than it should The mayor met in October with provincial Treasurer Dar cy McKeough about the lack of grant funds McKeough said he did not disagree with the citys calculations but there will be no changes until at least 1979 Mayor Brandt said he is plan ning to plead the case directly beforePremierWilliamDavis More turning to fishing
