Collier Street United Church Anglican synod studies poverty CALGARY CP The problem of income distribution in Canada is too deepseated to be eatly affected by guaranteed annual income GAI Anglican Church of Canada was told today Far more radical measures are needed to eliminate pover ty and social injustice says report by special committee to the 28th general synod Nevertheless it added While we do not view the guaranteed annual income as panacea against poverty neither do we reject it as worth ess On the contrary we believe there are several excellent reasons for supposing that some form of income support pro gram might play useful part in any comprehensive plan for the elimination of poverty and social injustice The 95page report in booklet form was submitted by Dr Anthony Waterman Winnipeg economist It defined poverty as state in which person or group has access to fewer resources than are generally deemed necessary for health and happiness REPORT NOT BINDING Almost in the same breath the committee established in 1973 to report on the Canadian economy said Although we would like our suggestions to be taken se riously we have no wish that the Anglican Church of Canada be formally committed to social and economic program which might be obsolete in decade But the church has duty to speak on such social issues guaranteed annual income for all Canadians has been talked of for several years as one way of equalizing the dis tribution of wealth and encompassing in one package all existing social programs such as the oldage pension the Canada Pension Plan and provincial and municipal welfare programs Canadian churches have been asked by the federal government to express opinions on the question Members of the committee include three economists two parish priests businessman and housewife who the report said are far from being doctrinaire socialists All of us are predisposed to valueperhaps overvalue those personal and litical freedoms which have been taken for granted in Iiggral democracies like Canada Nevertheless we are convinced that start must be made REPORT SWEEPING Suggestions and opinions expressed on social issues in ad dition to support for guaranteed annual income were sweeping Poverty in Canada said the report is largely function of income distribution The fundamental cause is unequal ownership of production resources Three vitally important social welfare programs must be established if start is to be made on eliminating pover ty Universal health care Universal and fully compensatory sickness and dis ability insurance Measures to improve the availability and quality of edu cation to the poor Poverty would never be eliminated until debtfree own ership of adequate housing is real possibility for every family Measures to achieve this might include tax exemption on interest payments scaled to income interestfree housing loans or possibly capital grants to poor families and mon thly housing allowance HITS LANDLORDS The committee dealt at length with ownership of land Even the most devoted upholders of free enterprise and private property have recognized that income derived solely from land tenure serves no useful economic function and is nothing more than an official tax levied by the landlord It is important that land users should pa the tax but there is no reason why the landlord shoul be allowed to pocket any part of the proceeds Among reasons put forward by the committee for ac cepting the rinciple of guaranteed annual income was that it wou have the incalculable psychological ad vantage of removing the welfare stigma from its recipien ts It also would act as an automatic stabilizer of the economy Production the answer CALGARY CP Would poverty in the world be alle viated if the have nations gave their all to the have nots No says an authoritative committee of the Anglican Chur ch of Canada It contends that world poverty can be alleviated only by vast increase in world production and reduction or at least stabilization of world population An excerpt from report of the national committee on the economy to the 28th general synod It is all too obvious that world poverty cannot be reme died by mere redistribution For the world as whole the balance between produc tion and population is the fundamental determinant of poverty To take an extreme example suppose that Canada and India were to pool their resources and equalize incomes Percapita income in the combined economy would be about $200 per annum The net effect would be to create more pov erty in the world rather than less The only answer is faster economic growth Yet it is fashionable in the advanced countries to dis parage growth and point to its harmful and irreversible ef ects on natural resources and the environment Some of this talk no doubt is little more than cloak for profound unwillingness on the part of the industrialized countries to make more than token sacrifice to help the las developed nations First Ontario
