called before Ontario courts the Quebec government made public its new version of the bill for the Charter of the French Language in Quebec There is no other cori nection between the two events other than political one But this coincrdcnce in timing greatly eased the task of Cultural Development Minister Camille Laurin who announced Tuesday following three weeks of study in national assembly all future im migrants to Quebec whatever their language or wherever they come from will have to enrol in French schools The English sector will thus be limited to children already enrolled in the English systems to their younger brothers and sisters and in future to those children having at least one parent who received primary education in an English school in Quebec or one parent who was living in Quebec at the time the char ter was passed and who received his elementary education in English yw he re Regarding the language of education there is one major point to remember the whether it be the press radio television or film LANGUAGE IILSINESS At the level of the language commerce and of work business the charter falls iii to administrative and bureaucratic heaviness This is unfortunately inevitable since the goal of the charter is to change reality in this area The new version of the charter is nonetheless much more acceptable than the original version The govern ment took into account the most general criticism of the business world and softened several harsher aspects of the original text Briefly under the charter all companies will be obligated to deal with their personnel and clientele in French But this does not for bid the use of English on an individual basis The charter also provides numerous exceptions to the obligatory use of French particularly for head offices small businesses research centres and ethnic cultural political ideological and religious groups not to men tion the special treatment granted to the ree and Inuit Finally and this also re sponds to general criticisms the language charter in con trast to the original bill will be under the jurisdiction of the Human Rights Charter which will take precedence over the language bill The government of Premier Rene Levesque has thus built its nest in definitive fashion Having teamed from the electoral misadventures of the gov ernments of JeanJacques Bertrand in 15t7o and Robert Bourassa in 1976 the Pequist es in power in Quebec City know that on the issueof language legislation it is im7 possible to satisfy both majority of francophones and majority of anglophones They decided to rely on the French speaking majority even if it means totally alienating the Englishspeaking corn munity For there is no doubt that the great majority of Frenchspeaking Quebecers support
