scheduled for third and final reading Monday but was tabled at the req uest of Ald Ron Lynch who said he and four other aldermen who were not on coun cil last year should have more time to study the bylaw Free parking to pay tickets City council voted Monday to have its public works com mittee investigate establishment of shortterm free parking spaces in the City Hall lot Ald Janice Laking author of the motion said such spaces would permit people to pay park ing tickets without getting another ticket in the process Purchase plan reconsidered City council will take another look at the possibility of buying city transit buses from Stock Brothers which cur rently both owns and operates the vehicles Councrl voted against the purchase last month but agreed Monday to reconsider at the request of Ald Nelson Garrett alongtime proponent of city ownership The buses would continue to be operated by private contractor under Ald Garretts pro posal More parking prohibited bylaw prohibiting parking on the south side of Dalton Street and on the west side of Bayview Drive from Baldwm to Little prohibiting parking weekdays from am to pm on Poyntz Street from Collier to McDonald and setting twohour limit weekdays from am to pm on the north side of Dalton was passed Monday by city council Dollars for 125th approved general committee recommendation allowing the Greater Barrie Chamber of Commerce to promote and sell souvenir trade dollars as part of the citys 125th anniver sary celebration next year was approved Monday by city council Sidewalk goes on south side controversial sidewalk on lnnisfil Street near Marshall Street will be built on the south side of Innisfil instead of the north under motion passed Monday by city council The change in plans suggested by Ald Gord Mills and Ald Ron Lynch came in response to objections by five residents on the noit side who feared damage to their landscaping Council supports airport ide City council approved Monday general commit tee recommendation sup porting in principle the establishment of municipal airport and ask ing federal and provincial transport authorities to study possible sites The recommendation was the subject of detailed ques lioning by Ald Alex Arthur who said report from the citys airport advisory com mittee recommending the actions leaves him uneasy about number of questions such as cost shar ing with other municipalities possible operating deficits lack of interest by the business community and the possibility that the airport should be built and operated by private enterprise rather than by the city as propos ed AAL ARTHUR uneasy Hefty tax increase set for Coldwater COLDWATER Residential and commercial property owners face 1977 tax increases of 53 mills and 62 mills respec tively to pay for the villages annexation application Council in prepared state ment said that without annexa tion local taxes would have risen by about 25 mills for residential properties and by about mills for commercial properties to reflect higher school board and county levies The increases said council include 25 mill decrease in the cost of garbage collection and disposal However this council and the previous council who iii itiated the annexation deem such application essential to the future social and economic viability of the villlage and decisive factor in its ability to continue to exist in the future council said Council also said the increase is onetime increase only needed to pay for the applica tion hearing set for later this year Stevens critical of bill reorganizing airline Conservative finance critic Sinclair Stevens has condemn ed proposed changes in Air Canadas corporate structure which he feels would permit directors to run the nations airline from the comfort of their living rooms In his weekly report to consti tuents Stevens said Otto Lang transport minister has includ ed two provisions of the Business Corporation Act in his proposed Act to Reorganize Air Canada which would allow Air Canada directors to conduct business and formulate policy in absenlia without even the necessity of showing up for board meet iiigs Those provisions said Stevens are of some benefit to small businessmen But were never intended to apply to billion dollar companies and they were certainly never in tended to apply to crown cor poriilion He termed the proposals misguided in light of $56 million in losses suffered by the airline over the past three years Weve Moved Carlas Fruit Stand NOW AT Wardens Fina Station Bayfield Street Open Thurs Fri Sat mm to Pd Formerly of Candles and Boyfiold 1n the last two years Stevens said Air Canada has lost $34 million while Northwest Airlines privately owned airline of about the same size has made $100 million The big difference lies in their payrolls he said Air Canada employs about twice as many people as Northwest Part of the problem Stevens said is that the federal govern ment packs Air Canadas board of directors with political ap pointees and party hacks rather than with capable and available Canadians who have knowledge and expertise in the aviation field By permitting absentee directors Stevens said the government is taking another step in reducing Air Canadas board to rubber stamp body with little or no say in airline management For these reasons he said he has introduced motion in the Commons to delete the sections of the Reorganization bill that permit an Air Canada director to stay at home and still receive hispay Forgraves efforts recognized The efforts of Mike Forgrave were formally recognized Monday when Mayor Ross Archer presented the 19yearold Barrie athlete with plaque at meeting of city council Forgrave has brought distinction to Barrie with national honors in track He will be in New foundland in August to participate in the Canada Games Debbie Iiappel is the other Bar rie athlete going to Newfoundland Forgrave graduated from Banie North ollegiate and has aceepled track scholarship with an American college Examiner Photo Amateurs could do better Rynard says of Dominion Day festivities across Canada gave vent to loyalty in celebration but in Ot tawa things floundered ac cording to Dr Rynard PC Simeoe North Rynard said the elaborate decorations for the show were reasonably well done but the $35 million cost of the show was only the tip of the iceberg In his weekly report from parliament hill Dr Rynard notes that none of the political party leaders or the Prime Minister took part in the open ing ceremony Bamey Danson minister of national defence was thrown into the breach to represent the government To start things off in grand formation air force jets in fighting formation were to fly past the parliament buildings but they were 10 minuteslate Mr Danson was kept holding the fort Mr Danson spoke in English but when he tried to speak in French knew the words but no one understood him Rynard questions how much the event actually cost Would $10 million cover everything He urgues this was tax payers money spent for the people of Ottawa and any tourists that might have been around EQUALWOLYMPICS If the same money were spent in every city in Canada the Honored for act From the Ottawa Bureau of the Examiner Sergeant Gordon Melrose 36 native of Collingwood has won chief of defence staff commendation for exceptional performance Sgt Melrose finance clerk at Canadian Forces Station Alsask Sask was cited by General Dextraze for his perfomiance at the scene of an automobile accident involving two people near Sibbald Alta last August DR RYNARD floundered costs would equal that of the Olympics he said adding even members of parliament ada Day were home in iidiiigs Any amateur show would have attracted as many people Rynard said adding their hearts would have been in it and millions of dollars would have been saved Rynard said Canada was formed by an act of faith rather than economic or trade reasons He questions whether Canadians have lost faith in their government and religion Canadians dont take politics as seriously any more he said Have we lost faith in ourselves destroyed by gross materialism that demands more than we earn Can we re dedicate ourselves to the faith of our forefathers If we can not if we have not the will to do so we might as well give up the fight and slide into the oblivion that awaits us their own Kozlovs proIme City council has given up its attempt to collect part of disputed sewer repair bill from an angry Oren Boulevard resi dent and will instead try to get developer Lou Kozlov to pay the entire cost Lawrence Campbell was to have paid onethird of $755 bill for repairs to broken sewer lateral pipe on city property in front of his home with the city and Kozlov developer of Camp bells subdivision to split the rest But Campbell despite city policy making the homeowner responsible for sewer laterals regardless of the property line has argued that he had no con trol over construction of the pipe and should not have to pay any part of the repairs If were in his shoes would feel exactly the same way he feels Ald Alex Arthur said of Campbell Ald Ernie Holman wants city officials to look into ex tenninaling groundhogs in city parks but his motion to that effect at Mondays council meeting drew more levitv than summrt Ald Rotman said neighbor in his ward is losing most of his garden to ground hogs from nearby Sunnidale Park and is unable to shoot the offenders because of city bylaws or to trap them because traps provided by the Humane Society smell of dogs and groundhogs will not go near them Some sort of extermination program is needed to solve the problem he said PETER ICSTWOUD deputy clerk 77 apply for credit Seventyseven Barrie senior citizens have applied for the ci tys new tax credit for elderly homeowners Peter Westwood deputy city clerk said Monday Under the program elderly homeowners are eligible to have up to $100 knocked off their property taxes if they Camp bell of payment began with motion from Ald Ross Stephens that the city pay Campbells share out of the subdividers contribution fund lotlevies He withdrew the motion in favor of motion by Ald Janice Laking that costs be split 5050 between the city and Kozlov and she in turn withdrew her motion in favor of Ald Arthurs motion that Kozlov pay the whole shot Ald Arthurs mo tion passed Not mentioned during the debate was the fact that part of the bill probably somewhat less than onethird was in curred when city workmen dug in the wrong place on the first try at fixing the sewer This fact was brought out in earlier council discussion of the issue He got little sympathy Ald Janice Laking said her own garden is plagued by groundhog despite its loca tion some distance from the park She also asked whether Ald Rotman had anything in mind for squinels which she said are also problem Ive been plagued by rab bits eating all my stuff said Ald Gord Mills another gardener He suggested wire mesh fence Mayor Ross Archer drew round of groans when he said he had thought Ald Rotnian was concerned about sub standard accommodation for groundhogs in the parks Ald Rolmans motion was defeated roposals at board Planning board will hear presentations concerning three development proposals at its 730 meeting tonight Developer Jeff Madden will be discussing proposed semi detached be asked to pay for the work after all Instead developer Lou Kozlov will be asked to pay the full shot under motion passed Monday at city council Examiner Photo Planning demand illegal lawyer traditional requirement for subdivision approval in Barrie is completely improper and il legal lawyer for developer told city council Monday David White lawyer for Rockford Developments said his client will go to the Ontario Municipal Board if necessary to fight demand for 089 acres of parkland in an 89unit 107 acre subdivision at the northwest corner of Bayview Drive and Little Avenue The proposed subdivision contains 0825 acres of parkland and Rockford is be ing asked to pay about $4000 to make up the difference White said the Flaming Act authorizes municipalities to de mand only five per cent of the land in subdivision for parks requirement he said his client has exceeded by more than 12000 square feet in this case Alteniatively bylaw under section 35 of the act could allow the city to demand one acre for each 120 units but the city has no such bylaw City policy however calls for one acre for each 100 units and White said he is absolute ly amazed the policy has not been challenged before He said developers have pro bably accepted the policy rather than absorb the cost of approval delays Top seed earns win TORONTO CP Top seeded Harry Fritz an Ameri can now living in benefit the en tire eity rather than just the developer Council voted to send ape proval conditions for the sub division back to planning board and general committee for fur ther study City planner
