spy plot against the United States government Meisner who remains in pro tective custody under an as sumed name is being guarded around the clock because he and federal officials fear for his safety Based largely on Meisners statements to federal investiga tors the FBI obtained search warrant and raided Scientology church offices in Washington and Los Angeles on Friday They recovered hundreds of documents allegedly stolen from government files and seized other evidence The church promised court battle against the confiscation of documents but lost the first round when federal judge de nied request for temporary restraini ng order Church officials responded to the FBI allegations with efforts to discredit Meisner and with complaints about what they called the governments Ges tapotactics The developments are part of Sticks for weapons Members of peasant defence force in the northern Ethio pian village of Bahar Dar drill recently with wooden sticks instead of firearms Younger men in minds of early traumas In sworn affidavit the FBI said There is probable cause to believe that church officials conspired from 1974 through W76 to plant spies at the justice department and Internal Reve nue Service IRS to burgle government offices repeatedly and to bug highlevel IRS con ference The allegations were built around Meisners statements after he renounced the church and surrendered to federal at torneys in Washington on June 20 to face criminal charges and cooperate in the ongoing investigation the affidavit said The government said Meisner had risen to high level of re sponsibility after joining the Doubts Rowe can rule on fishing proposal TORONTO Op position Leader Stuart Smith says he does not believe aker Russell Rowe will be le to rule against proposed Liberal amendment that would ban sport fishing on the EnglishWabigoon River system There has been speculation that the amendment to be made to govcmment bill set ting up an inquiry into Northern Ontario development might be ruled out of order when the bill comes before the legislature next week Smith said Friday he can find no legal precedent on which Rowe could rule against the amendment adding he would challenge such ruling unless it was backed by strong eviden cc The amendment would force the province to ban fishing on the mercurypolluttxl river sys tem as condition of the in quiry to be conducted by Mr Justice Patrick llartt of the tario Supreme ourt Ian Deans New Democratic Party house leader said his party still intended to support the Liberal mch and add its own subianicndment requiring closure of the system by Aug 15 FORCE PASSAGE The combined opposition move would force the aincnti ment through against the wishes of the Conservatives who believe fishing ban is too his party will try to have provisions for the inquiry in cluded in another piece of legislation He said the NDP would try to amend bill setting up the nor theni affairs ministry so that llartts minimum rust resistance standards by this fall will come into effect as planned Con sumer Affairs Minister Tony Abbott said riday Abbott made the comment at the close of twoday federal provincial consumer ministers meeting at which the code re ceived full backing It would require cars and trucks sold this fall for the 1978 model year to last minimum of three years without serious rusting of the body and to last at least six years without struc tural damage from rust that might interfere with vehicle op eration By 1981 the code says cars should last five ears without serious rusting the body It sets specific dollar limits on the amount of rust damage that would be permissable in each year of normal vehicle oper ation The auto industry now knows its Canadian initiative Its shared by the provinces Abbott said in telephone interview from near by Montebello Que where the conference was held The consumer ministers agreed to set up working com mittee of federal and provincial officials to study the code in detail with view of refining it Abbott and his officials had considered provincial support for the code important because of provincial jurisidction over warranties The code was introduced by Abbott in May after thousands Ottawa gets partial blame in French high school issue TORONTO CP An NDP member of the Ontario legisla ture has laid partial blame on the federal government for bill that would force Essex County school board to build Frenchlanguage high school Ted Bounsall WindsorSand wich opened debate on the bill Friday by saying the Ottawas failure to educate immigrants about Canadas two founding cultures creates the lack of un derstanding that ultimately leads to such compulsory legis lation The billthe Essex County FrenchLanguage Secondary School Actwas introduced by Education Minister Thomas Wells in April and reintroduced when the new legislature con vened after the June provin cial election Under the bill the school board would have 30 days to se lect school site and begin making preparations for con struction The bill also provides for the provincial government to take over construction if the board ignores the legislation VOTED AGAINST The Essex school board voted four times against building the school even thougi the prov ince said it would pick up 95 per cent of the $4lmillion cost of the 750student school Bounsall also criticized the provincial governments 1976 austerity program which re duced the provinces share of capital expenditures for school construction to 75 per cent from 95 per cent The increase in education taxes amounted to the price of pack of cigarettes but it was enough to make the Essex County Ratepayers Association come down hard against the school he said He said restoration of the 95 per cent costsharing in March of this year came too late Bounsall who said his daugh ter would be attending the school when it opens in the fall of 1978 said the wording of Bill was brutal and un compromising but necessary He said he would have pre ferred bill which did not single out the Essex board ACCEPT DEFEAT He also urged the Essex board to accept defeat grace fully and not subject them selves to any lastditch legal mop ingsup Li eral Leader Stuart Smith also criticized the compulsory nature of the legislation Its very important that we stop giving ammunition to Mr Quebec Premier Rene Le vesque and his assistants he said Education Minister Thomas Wells said he was disappointed the Essex County board had done nothing about the French language school since the legis lation was introduced in the spring He said he hoped when the bill passes the board will pro ceed on its own without govern ment intervention Three MPPs broke with their parties and spoke against the legislation when it was first in troduced Dick Huston LEssex Nor th and Remo Mancini Essex South both said Friday they will speak against Bill when debate resumes Monday The third MPP NDPs Fred Burr did not seek reelection in WindsorRiverdale in the June 9election of complaints from car owners about alleged premature rus ting So far the auto industry has not been enthusiastic about it saying it will add consider able costs But federal officials say the lack of rust resistance in motor vehicles adds about $200 year in depreciation in the East where salt is heavily used on roads in winter Salt is not widely used in the West because temperatures are generally too low for it tobceffectivc Used cars driven in the East are often sold in the West how ever other matters the minis ters said in joint statement they agreed to set up federal provincial group to study conlt sumer credit in particular the content of the proposed Borrow ersI and Dowsitors Protection Bil The bill failed to get out of Commons committee because of strong opposition not only from the provnices but from lending institutions which would be affected Abbott plans to reintroduce it in the new fall session of Iarl iaincnt The bili would standardize credit regulations across the country and would guarantee borrowers full information on the cost of loans It would also give police new ways to fight loan sharks by making it criminal offence to lend money at interest of more than 45 per cent year Loan sharks often lend money at an nual rates of more than 1000 per cent The provinces want the fed eral government to move quickly with the im plementation of the loansshark provisions but are less en thusiastic about other sections dealing with such things as credit advertising and the wor ding in loan contracts which they say fall under their jurisdiction Bilateral discussions are to be held with Quebec to consider the effect of the bill on the provinces civil code The ministers are also agreed to formation of two special fed eralAprovincial committees to improve coordination and co optrat ion in the consumer field DRY SKIN MADE BEAUTIFUL AND COMFORTABLE There is ll ltlllt that in in ally soothes skin dryness in most
