relieve small business of some of the heavy load of hu reaucratic paperwork is discussed by Ross Milne MP in his latest report from tawa The member for Peel Duf ferin and Simcoe riding refer red to policies of Len Mar chand who heads the federal ministry of state for small business new portfolio created last year He said the cabinet member from Kamploops BC has con sulted with provincial govern ments Chambers of Corn mercc the Canadian derzr tion of Independent Business and also hundreds of individual businessmen and women SAME COMPLAINT Nearly everyone has the same complaint too much paperwork to satisfy host of government departments said Mr Milne who pointed out many small business people felt they almost need to employ bookkeeper just to fill in repetitive forms The time required to comp ly with the completing of the load of bureaucratic paperwork could and should be spent on running the business itself he said discussing problem which led some to give up Mr Marchand has been working out better system with Statistics Canada whereby the government will get the in formation it needs more effi ciently from other departments rather than directly from the business community Mr Milne explained Beginning this year in the transport manufacturing and construction sector businesses will be relieved of having to file census reports under at least one of their pre sent requirments The burden will continue to decrease said the riding Liberal member who said by 1981 it is hoped total of approximately 344000 small businesses will be exampt from certain surveys Indicating the cost of these procedures Mr Milne reported it was estimated that the sav ings to the small business com munity in terms of hours spent completing these forms over the six of their withdrawal will be more than $40 million Another immediate problem facin small business touched upon the riding member was that of access of government assistance In the past there have been several innovative assistance rograms requiring fairly lengt and complicated applications he said ac knowledging that this has work ed hardshi oh the small businessman cause he just cannot wait months for deci sion to be made From April the new 120000 enterprise development pro gram will absorb these pro grams into one operation It will focus on the small en trepreneur willing to take risk on good idea he said merchant bank approach toward assessing applications will provide full range of ser vices to aid firm to realize its full potential To speed up the decisionmaking process the regional enterprise develop ment boards Will be establish ed MAJOR CONTRIBUTOR These initiatives both on the long and short term are in dications that the government appreciates the role of small business as major contributor to our economy and our social condition he said Tuming to the govemments wage and price control pro gram Mr Milne said he was concerned because very few small businessmen respondend to the invitiation to give their views the other hand there was good response from large business organization as well as large organized labor unions would invite all small business people in the riding to review the various tions that discussed in my ast direct mailing he concluded stating he would be delighted to receive letters or to meet with business groups to discuss this important issue
