Heed warning for assistance During International Year of the Child its sad irony to find that the Simcoe County Childrens Aid Society and most of Ontarios 51 societies are in financial trouble The trouble has prompted warning from the executive director of the Ontario Association of Childrens Aid Societies that unless more money is found services will have tobe cut Its shocking to think that the government would consider not adequately funding an organization which last year cared for some 13000 children across the province The government can argue that it is under pressure to con trol expenditures which is true But while most people agree with putting the brakes on government spending surely spending restraints should be in nonessential areas and not at the expense of needed social mgrams Despite difficult times we must never lose sight of those less fortunate than ourselves or forget our responsibilities to them In the old days when times were tough people coped by cutting back on frills and making do with just little less So it should be today Were all willing to tighten our belts to get back on our feet again But we must never lose sight of those who truly need help nor cut back our obligation to them So long as we are mindful of those who truly need help we can survive our present difficulties and look forward to bet ter days ahead letters Afto Dear Editor This letter is in reference to Brian Bakers article on the history of the Phelpston area in The Examiner July 24 Mr Baker is incorrect when he states that Apto was the first post of fice in F105 Township which in cidentally our records indicate was th ed itoi was located Other early Simcoe County post offices named in this manner with their opening dates were Orillia and Oro 1835 Adjala and Innisfil 1841 Nottawasaga Sunnidale and Tecumseh 1842 The latter is the correct spelling for the post office and was named that way to avoid Parliament Hill By STEWART MucLEOI Ottawa Bureau Thomson News Trudeau assumed office in 1968 he let it be known he didnt think much of the media and way back in Acid rain new threat By DON OHEARN Queens Park Bureau Thomson News Service TORONTO The best test to date of government capacity to handle en vironmental problems not only in Ontario but in North America should come from President Carters new energy policy Gradually being recognized as the im mediate prime environmental problem of today is socalled acid rain Acid rain an air pollutant hasnt been identified as any great threat to human health It can be sudden death to lakes and their plant and fish population To Ontario with its wealth of lakes this is of course of importance Recently Environ ment Minister Harry Parrott named it as our number one environmental problem Parrott said the government here would have to take urgent steps to control it Now however there is double block to it being able to do this The major cause of acid rain is $02 from the burning of coal Some 85 per cent of the rain landing on Ontario comes from heavy industry in the northeastern US So far for any effective control there must be effective lntemational cooperation major component of Carters policy is for the use of more coal immediately in the production of energy MANY ANGLES complexing situation results There must be cooperation between governments Any action of one government Ontario must be delayed until the position of another government that of the US is decided There can be considerable delay before this is known Despite what the president said about immediate action considerable doubt exists whether he will be able to get it Citizen pressure groups on the environment are even more prevalent in the US than here though 1963 some of Lester Pearsons ministers we are doing pretty well and already opened in 1856 confusmn With the already In fact had this peculiar feeling that the were equally upset With the coverage of their strong anticoal movement has started here It The first post go wrong and spoil family trip in the car flat tire is one of the most common and often one of the most easily preventable At any time it makes good sense for car owner to kee an eye on the condition of the tires inclu ing the spare Before or during long vacation trip however such foresight becomes doubly important Here are some steps to take Even before checking your tires have your cars wheel alignment balance and camber checked If they are off they can cause tire wear rapidly and affect your control adversely Check the depth of the tread on your tires depth of onesixteenth of an inch 16 mm or less means that the tire is unsafe and should be replaced INFLATION RATE Using hand guagc check the inflation of each tire before and during trip Best time to check is first thing in the morning when the tires are cool and give an accurate readi Ra ial tires have deceiving appearance which may make them look soft when they are properly inflated Be guided by your tire guage not your eye Accept the fact that long highspeed trips will cause the air pressure in your tires to increase They are designed to ac commodate this buildup from the heat so dont let the air out to bring the pressure back to normal which could cause your tires to be underinflated in the end Just let nature take its cooling course we want your opinion Somothlng on your mint Sond Lotor to tho Editor Plooso moko It on objects that become imbedded in the grooves on the treads of the tires Remove them so that they dont cut into the rubber and lead to tire failure METRIC SIZES Metric sizes are used on tires with some new cars and manufacturers say that these tires are capable of slightly higher air pressure than the conventional or alpha numeric tire sizes The higher pressure in turn means better gasoline mileage all things being equal Heres comparison supplied by Goodyear Canada Inc With an old ER7814 tire maximum inflation for the standard load range tire was 32 pounds per square inch With the new PMetric size P195 75R14 say the maximum pressure for stagdard load tire is 35 pounds per square inc The additional three pounds could result in an additional 15 per cent saving in gasoline mileage If cars conventional tires are replaced with Pmetric tires Goodyear says the pres sures may be increased by two or three pounds over the recommendations listed by the car manufacturer in the owners manual REGISTRATION Under the federal Motor Tire Safety Act in effect since the beginning of 1978 buyers of passenger car tires have had access to voluntary registration system Then if tire manufacturer makes safetyrelated recall of its products it can miickly notify the carowners who are using tires in question The tire makers have supplied retailers with selfaddressed registration cards simlt ilar to those that consumers regularly find in small appliances to facilitate registration The key element in the registration program is 10digit serial number that is permanently impressed on one tire sidwall The retailer is expected to fill in this number on the registration card give it to the cus tomer who will in turn fill in name and ad dress before mailing it to the manufacturer If the retailer doesnt offer registration card at time of purchase be sure to ask for one so that youll find out quickly about any future recall bible thought You the Almighty shall be thy defence gently that we might even escape our traditional massacrcthemedia message this time Sadly we havent Stevens who is President of the Treasury Board gives us blistering barrage for allegedly being defensive about the previous Liberal government It seems we only give one side of the story and the people of Canada are not getting the facts The economic czar says he is floored by the coverage To me it seems to be censorship vir tually where the press are determined not to Foreign Affairs Analyst Thomson News Service The potential hazards facing Joe Clark in Africa during the first official African visit of Canadian Prime Minister could be more procedural than physical The chief reason for his 17day visit to Africa in which he will visit four countries is to take part in the Commonwealth Heads of Government Conference in Lusaka Zambia Lusaka is the major centre for the guerrilla forces fighting against Rhodesia Twice this string Rhodesian commandos penetrated the suburbs of Lusaka to attack guerrghi homes and training bases These attacks almost resulted in the cancellation of the Queens visit to Zambia and her participation in the Commonwealth Conference And although both sides have promised they will undertake no military action during the event worries will continuc for the safety of so many leaders in such volatile city The procedural hazards facing Prime Minister Clark will arise of course from the same crises of race and politics which con tinue to plague southern Africa In Canadas case these could come about through any major shifts in our stated positions to date on the future of both South Africa and the newlyconstituted Zimbabwe Rhodesia WE SUPPORT BLACK AlfRICA Regardless of the party in power in Ottawa Canada has stood historically on the side of the emerging lllk African states In 1961 former Conservative Irimc Minister John Diefcnbnkcr was major participant in the expulsion of South Africa from both the ommonwealth ontcrcncc and the Commonwealth itself SINCLAIR STEVENS blistering barrage Thatcher seeks Clarks support In 1971 at the stormy Commonwealth Conference in Singapore which almost broke up over British arms shipments to South Africa Prime Minister Trudeau prepared mediating formula This saved face for both former British Tory Prime Minister Ted Heath and the African leaders In 1979 in Lusaka there is the possibility that Prime Minister Margarct Thatcher the newest British Tory lcadcr could disrupt the event by proceeding to cnd British economic sanctions against ZimbabweRhodesia And she could seek support from that other Commonwealth Tory Prime Minister newly in power Canadas Joe Clark Prior to lcuving for Africa Mr Clark rejcctcd this possibility indicating the new majority black govcrnmcnt of Bishop Muznrewa in Salisbury is not complctcly independent given thc major rolc played by whites who still control most of lihodcsins kcy institutions Prime Ministcr lzirk knows of course that Zambian Presidcnt Kcnnctli Killllldil this years conferencc chairman is in the forefront of thc giicrrillu war to unseat Bishop Muzzircwu and to bring black rule to Rhodesia from the gucrrilln forces lrcsidcnt Kuundu along with the lciidcrs of Kenya and Tanzania who tlzirk will visit aftcr thc Lusaka confcrcncc consider Rhodcsin to be thc rcbcl colony which unilaterally declared its mdcixndciicc in 1965 Canada will not say officially that the black bishop who was clcctcd Prime Minister in Sa lisbury is rebel AlTION IN LISAKA But in Lusaka Mr lurk must maintain our traditional policics on southern Africa in purl of the world whcrc shooting war is underway ii war anzidii cannot control FRANCINE WHAT is MALAYsiA steam EXPORT SUMMER SCHOOL iRIIS COMPLAINED You might recall Pearsons campaign promise of 60 days of decision and the sub sequent boxscores kept by the press This was considered by many of his ministers to be dirty pool They said they were preoccupied with cleaning up the Tory mess And this is what also preoccupied ministers of the Diefenbaker government in 1957 when they complained about inheriting Liberal mess Now Stevens is saying that the press is churning out onesided coverage while he and other ministers are trying to rescue the country from the most irresponsible fiscal management this country has ever seen Until the Treasury Board president decides to give us some examples its difficult to evaluate his criticism but as member of new government he is clearly not breaking ground with his denunciation While in op position MP5 tend to become accustomed to more favorable coverage simply because they are always on the offensive and are seldoh forced to defend policies Its different with the party in power But on balance thought that the Clark government was being given rather smooth initiatio into power particularly on economic matters It seemed to me that nearly every day some minister was getting wide ex posure as he complained about the unholy mess left by the departing Liberals Even former Grit ministers werent saying much to dispute the claims that the nations finances were in worse state than even the Conservatives had expected The Tories thought were having field day WIDE COVERAGE Not long ago when Stevens projected budgetary deficit this year of $119 billion and he said the economy was in worse mess than he had thought the press scarcely mentioned that six months earlier while in opposition the same person was suggesting the deficit could to $18 billion The aggregate deficit between 1979 and 1983 in clusive he warned will be nearly $70 billion Thcn as now thought that Stevens was getting pretty good coverage But he doesnt think so himself If the press persist in only showing one side of the story its going to be extremely difficult for us am just floored at some of the coverage thats been coming through the press Hopefully the Treasury Board president will find time to cite some examples because he certainly needs to come up with something better than this The press has to stop being so defensive of the previous government and get on the side of Canada The previous government was rightfully criticized for engaging in demagoguery by implying that vote for the Tories could be interpreted as vote against national unity It would be pity if the Tories now start dishing out similar economic demagoguery VlETNAiviEiE 50M PEOPLE SUMMER SCHOOL they dont force the president to eventually back down the process of long public hearings is in prospect Throughout there will be the question of the economic interest as against the environmen tal interest ONE JUDGMENT It will probably end with one man the president of the US making value judgment on what should be done Take note Agency helps Barrie citizens By ALEX
