chairman of the Public Service Commission is the man at the centre of growing public storm over the future of Canadas public service This is the first of series of four articles in which he report in March suggesting sweeping changes in the function of the PublicService Commission Gallant who feels it is not the right thing for senior officials to be too visible in the public eye has in Ottawa was second choice for Gallant he had wanted to get law degree and worked for couple of months in MacPhees law firm in Charlottetown in his native Prince Edward Island On June 14 1948 10 days after marrying the former AnnetteLouise Oerras Gallant became permanent public servant It wasnt well thoughtout planned career decision he says now decided upon graduation from Laval that had to find Gallant has seen many changes the greatest being the growth of the public service in the 19405 and 1950s There was very little before the war says Gallant In the late 19405 and 1950s when government had policies to promote social development of in ividuais to promote economic development to promote health care its basically in that of the public service started and developed quite rapidly Gallant disputes the notion that public service growth is result of bureaucratic empirebuilding Im not even sure that governments in tended the bureaucracies to grow he said period the growth politicians unsuccessfully at the state level In the 19505 at the urging of young minister named Martin Luther King Jr she became director of the private nonprofit Georgia Council on Human Relations Its the job
