landlord tenant legislation in North America senior rent officer in Barrie says The Residential Tenancy Act will combine both aspects of rental accommodation into one office when it takes effect Dec Bob Bentley said More im portantly it will take landlord tenant disputes out of the cour troom with the formation of Residential Tenancy Commis sion It will be more efficient system Bentley said No more lawyers and waiting for court dates Tenants and landlords will have hearings before the com mission but first participate in mediating step to air grievances and determine if hearing is necessary Bently estimated the mediating step will resolve 80 per cent of all disputes commission will eliminate the situation of good tenants paying for bad ones Bentley claimed He used the example of landlord finding hole in the wall of an apartment vacated by the tenant who hasnt left money for repairs lawyer wants to charge him to collect the money so he puts the repair cost into his operating budget and may have to increase rents Bentley said commission would assess damages directly to the tenant NEEDED PERMISSION Since rent review came into effect in December 1975 landlords wishing to raise rents they asked for He said the legislation was unfair to landlords because it extended past the one and one half year cut off point There were some hard feel ings on the part of landlords who questioned but they had to explain their business ex penses Bentley said He cited the case of one landlord in the county who was most upset at the intrusion of rent control when he wanted to go beyond the six
