shot to death today at house in northwest Charlotte police said Police Capt LL McGraw said four men and woman identified as members of gang called the Outlaws were shot at home used as headquarters Examiner Barrie residents paid less for policing in 1978 than taxpayers in any other Ontario city but it has one of the lowest police to popula tion ratios in the province The Ontario SolicitorGenerals 1978 annual report shows Barries cost for policing was $3958 for each resident The average taxpayer pays $4945 for city police in Ontario The average including regional police departments was $5020 Metropolitan Toronto residents paid $7632 each for policing Barrie has one policeman to protect 741 residents The provincial average is one policeman for 607 residents Metro Toronto has one officer for every 421 citizens Belleville which has 34906 people has police budget 25 per cent larger than Barries and its police force has 15 more officers No big problem her In
