said Wednesday he favors less regulation of the countrys air lines with some reservations am personally convinced from the experience of the last two years that the airline in dustry in Canada can flourish in more competitive en vironment he told delegates to the National Conference on Airline Regulations Canada however could not go the full way of deregulation on international air traffic if it were to continue to have an ad uate share of international traf ic to and from Canada During the days discussion US airline officials supported reducing regulation while nadian official predicted it could be disaster in this coun try The US Congress last Octo ber lifted most regulations on airline fares and routes ana dian lines remain subject to the CFC this countrys regulatory body MAY BE T00 EARLY Marvin Cohen chairman of the US Civil Aeronautics Board said it may be too early to evaluate the US experience but we do have substantial evidence to show that good things are happening for the in dustry and consumers Harold Cope vicepresident of Albertabased Pacific West ern Airlines said it would mean overcrowded airports and skies poorer quality service and an eventual return to more strict regulations Cohen said the US industry is coping with the fuel crisis and the grounding of the DClOs far better than it would have done under the cumber some and slowmoving hand of regulation Deregulation had led to an evergrowing range of service and price options and allowed US carriers to reduce rates as much as 50 to 70 per cent Smaller cities and towns al though complaining that larger aircraft were no longer serving them actually were enjoying we mserumu as better service through com muter aircraft Students as king education changes NEW DELHI CP Nearly million Indian school and col lege students have signed statement calling on Prime Minister Morarji Desais ad ministration to change the present system of education The All India Students League has warned that the present system of education inherited from British colonial days is collapsing Unless education conforms to Indian national culture and meets the needs of young men and women there will be an ex plosive situation the league says Thamesbred salmon may be back by 1985 LONDON CP Salmon may be flourishing in the Thames by 1985 exactly 150 years since the last recorded run of Tha mesbred salmon And the Thames Water Au thority has called upon Cana dian expertise for help in the rehabilitation scheme Phase started recently when selected nursery areas were stocked with 50000 parr from Scotland Successful experimental stockings with small numbers of fry and parr carried out since 1975 suggest the river now is clean enough for the 1979 parr to flourish and run to the sea in 1980 and 1981 This means that secontlgeneration grilse from the 1979 stock may be coming up the Thames in 1985 Court split on value award OTTAWA CP The Supreme Court of Canada has awarded divorced British Col umbia woman one third of the value of the home she shared with her former husband But the ninemember dourt was split on the decision with minority of four judges saying Hazel Harper of Victoria BC should be granted one half the value of the house as she re quested The ruling released Thursday Overturned the British Colum bia Court of Appeal which said the woman was not entitled to any share of the property because legal title to the home belonged to the federal govern ment not to her former hus band under the Veterans Land Act In an earlier ruling the BC Supreme Court said Mrs Harper was entitled to one quarter of the home which the couple purchased jointly in 1962 with money borrowed from the Port Alberni Credit Lnion Chief Justice Bora Laskin in the majority decision said the husband had misled the appeal court by not admitting that legal title to the home had in fact been transferred to him from the government director Veterans Land Act in 1974 ll TRANSFER He said by not admitting the transfer the husband had misl ed the courts to take advantage of his wife something no court can condone Provincial matrimonial pro pcrty laws do not apply to home an individual is buying under the Veterans Land Act Title to the home remains with the government until the house is paid for Chief Justice Laskin also said the Supreme Court judge in British Columbia who original ly awarded Mrs Harper one quarter of the home included ir relevant factors in his decision such as the fact the couple made no attempt at reconcilia tion They were married in 1949 were separated in 1968 and were divorced in 1973 This year was chosen partly for the chance of meeting the anniversary But the main rea son was that predictions of wa ter quality for the Thamess lower reaches indicate steady improvement will occur after 19801981 The low oxygen levels in the estuaries was believed major barrier to salmon attempting to run upstream But research sci entists calculating the effect of new treatment plants due to en ter operation in the next two years believe the necessary ox ygen content of 40 per cent will be reached by 1980 If all goes well the Thames will be the only European river on capital city to have its salmon restored through human efforts says Mike Bulleid Thames fishery of ficer The next phase will be the construction of bypasses at the rivers 44 locks which now in hibit fish from running up stream First we have to show that the fish are returning to the river in useful numbers then we may be able to go on to the second phase and start building the fish passes says Bulleid So for the first seven years large but temporary trap will be built near East Molesey weir together with pass at the weir itself The Thames Water Authority impressed by Canadian waterway developments asked Toronto firm to build the trap AUTHORS If you have an un published manuscript complete or almost complete write Publishing House 43 Downsview Toronto 25 Steeles Ave West
