to the Editor he IlllhOV Peat Office In 370 Ill Out Mini mall positive step Its encouraging to see group of Barrie businessmen forg ing ahead with downtown development of their own About nine merchants have banded together to set up mini mall on Dunlop Street East The mini mall may not be overwhelming in scope but its signifigance should not be overlooked It shows positive attitude about the future of downtown Barrie and willingness to invest now in that future As Peter McIntyre of the citys downtown board com mented its nice to see rekindling of spirit downtown The mini mall is also good for the east end of the city an area which has great unrealized potential The project is expected to gain council approval at its meeting next week and could begin almost immediately Hopefully the mini mall idea will provide impetus for other downtown announcements The proposed giant downtown projects seeder and the civic centre project will truly dictate the future direction But smaller business ventures will play part too in giving afresh look and new vitality to our downtown The Dunlop Street East mini mall is positive step in that Simcoe County jail is very early building dating to have done very well in forming the first Conservative cabinet in 16 years There is fresh new vitality in Ottawa as such ministers as Flora MacDonald John Crosbie James McGrath Don Mazankowski Lincoln Alexander John Fraser and Elmer MacKay walk into their portfolios to put their personal imprints on the future course of our government The letmeatit enthusiasm which seems to be oozing from the sound proof cabinet room is refreshing change from the weary and battleworn atmosphere that prevailed during the last years of the Trudeau regime At first glance it would appear that Clark has managed to formulate that team spirit he talked about so eagerly during the election campaign as he offered the electorate an alternative to the allegedly oneman rule of Pierre Trudeau The world today reminded Poles and undoubtedly the nations Communist regime of this association when he said at Gniezno that the great ecclesiastical and state act of the year 1000 laid the foundations of the hierarchical order for the whole history of Poland OUT OI THE SHADOWS John Paul II moves through nation bathed in an early summer heat wave but which has come through another bitter Polish winter of Communist bread Ofaffliclinn lT ROLL DOWN NEARED THE TOP If there were any reservations among the 29 ministers selected by the new prime minister they were certainly well concealed Even the atmosphere around the swearingin ceremony resembled Grey Cup parade MANY BYPASSED But while Clark deserves high marks for some astute and courageous selections he had to bypass highly qualified and eager colleagues whose close personal friendship he values the makeup of his initial cabinet also serves to emphasize the partys em barrassing weakness in Quebec Despite 10 days of recruiting efforts Clark has so far been unable to convince any highprofile and influential Quebecers tojoin his cabinet He said that discussions are continuing in regard to the appointment of additional representatives from the province of Quebec but considering the list of names he began with in his efforts to bring in non elected Quebecers his failure doesnt say much for the partys stature in the province Perhaps in time he will recruit the Quebecers he wants but in the meantime that province clearly lacks potent punch in the new government Even the two lonely Tory MPs who were elected in Quebec failed to get choice por tfolios Roch LaSalle is minister of supply and services traditional starting ground and Reward Grafftey is minister of state for social programs new invention which appears to be starting ground without even the benefit of tradition The new prime minister who earlier said he wanted ministers who would reflect the contemporary Quebec reached into the Senate to name two retreads from the Diefenbaker era But neither Justice Minister Jacques Flynn who is 63 nor Martial Asselin 55 who is minister of state responsible for the Canadian International Development Agency would seem to fulfill that requirement Flynns portfolio is likely temporary since Clark is believed to be using that position to lure more prominent Quebecers to Ottawa As for Asselins assignment since CIDA has never had fulltime minister its probably case of giving him something to do while hes in cabinet The prime minister has increased the Frenchspeaking element of his cabinet with the appointmentmof Robert de Cotret as minister of industry trade and commerce with the added chore of heading the relatively new Board of Economic Development De Cotret was defeated in Ottawa Centre but despite this rejection by the voters Clark is determined to utilize the talents of the man he has described as one of the top economists in the country Since no two people have ever agreed on the relative abilities of economists well just have to accept the word of the new prime minister But considering all the talent available from Ontario and all of it duly elected by the people would seriously question de Cotrets appointment Senatorial cabinet ministers who escape the daily Commons question period may be okay in an emergency and the lack of Tory representation from Quebec would qualify as an emergency but with 57 elected Con servatives in Ontario am not convinced Clark had to go over the heads of the voters No one knows whether Clark in this case was more impressed with de Cotrets name or his wisdom But in either case he could have been given senior economic role in the prime ministers office until he earned his way into the Commons From the legislature Silliest bill of session By DEREK NELSON Queens Park Bureau Thomson News Service TORONTO If legislative awards were given out for Silliest bill of the session then MPP Ross McClellan NDP Toronto Bellwoods would win hands down Hes introduced private members legislation type which rarely becomes law entitled Bill of Rights for Children Its worth noting simply as an example of why so many people tend to treat the NDP or sections of it less than seriously According to McClellan children have 12 basic rights Not 11 or 13 but 12 One for example is the right to an en vironment free from physical abuse ex ploitation and degrading treatment At first glance thats not only common sense it already exists in law Parents have no more right to assault their children than they do their neighbors BIG WORDS But McClellan is talking about more than child abuse Is making child do the dishes without pay form of exploitation Some say it is And is it degrading treatment to insist children should be seen and not heard when adult guests come visiting as some child psychologists say The penchant some NDPers have for stringing big words together to form high sounding but very vague and dangerous phrases was never more in evidence Theres irony here too McClellans 12 rights are not really rights at all as people un derstand the term Rights in the modern context are something supposedly inalienable that youre born with which government guar antees for you CAN DENY And while McClellan grandly states his 12 rights are universally applicable to Ontario children and enforceable in the courts he leaves himself an escape clause Parents can refuse to allow their children to exercise these rights Compulsory intervention by the state in parentchild relationships is not permitted under this bill Which makes hash of the whole idea of rights Rights that can be ignored or with drawn are really privileges It also makes nonsense of the bill REAL REASON What point is there for example in giving child right to have his or her opinions heard and to be included to the greatest extent possible when any decisions are being made affecting his or her life but only until daddy says no The real significance of the bill as Mc Clellan admits is to impose legal obligation on government to provide the sup port services for these socalled rights Which in particular circumstances may or may not be reasonable But how does one interpret what McClellan calls the right to play and recreation Anc what would it cost Actually leaving aside all the inanities of the bill there is fundamental objection to it What children need most in life is to be loved and wanted Government cant provide that so McClellan ignores it Yet those should be childs most fundamental rights Backgrounder Canadians catch driving fever By THE CANADIAN PRESS Canadians caught the summer driving fever in May this year buying 132831 cars and trucks for their travels The total swelled by alllttime record sales by General Motors of Canada Ltd was up from 130401 units sold year earlier GM sold 50378 passenger cars highest number for any month in its history and up from 46350 in May 1978 Its 17246 truck sales were down from 18611 the previous May but the total number of units 67624 also set monthly record Another May record was reported by American Motors Canada Ltd which does not sell trucks However it sold 913 Jeeps bettering its yearearlier sales of 602 and its previous monthly record of 912 set last Oc tober American Motors smallest of the Big Four auto makers also sold 2502 cars last month compared with 2066 the previous May Ford Motor Co of Canada Ltd and Chrysler Canada had lower total sales for the month although Ford sold more passenger cars than it did year earlier As always General Motors continued to lead the race Its previous monthly record for car sales was 47134 in March this year and its highest previous aggregate was 64961 in May 1978 Ford sold 38758 units 24736 cars and 14022 trucks down from the previous
