unwritten rules that guide our guarded lives There are those who do not think that way and who have risked their own wellbeing to help their fellow man number of such individuals were honored this week in Barrie and lnnisfil and deservedly so for acts of bravery and heroism In Barrie Midland OPP con stable and two area citizens receiv ed Royal Humane Association Medals for saving the life of man last summer Constable Griffis Chris White of Honey Harbour and Sydney Lawley of Port Severn all played part in rescuing the man after he and companion had plunged into icy water last December when their snowmobile broke through the ice To do so the three men dragged an aluminum boat threequarters of mile across the thin ice of Six Mile Lake to pull the stranded man from the freezing water Even though the companion man died their efforts were undoubtedly responsible for saving life In Innisfil Kevin Lidster and An dy Ray of Oookstown were honored for heroism when they pulled two occupants from car after the vehi cle had hit gas pump After witnessing the crash Ray pulled the occupants from the car while Lidster shut off the gas pumps and averted possible fire Two girls from Scarborough and Don Mills who are summer residents of Innisfil also were honored Cheryl Irvine and Susan Warrington were credited with quick thinking and heroic deeds in the rescue of Brampton youth on July in Lake Simcoe These honors bestowed at two awards nights set an example of courage and bravery in the human condition From the rest of us who may never face the test of courage they have displayed goes distributed in September by The Canadian Press The story dealt with the belief among civil rights lawyers that Canadians lack clear understanding of the kind of protection of fered them by Canadian law The case cited as an example of lack of protection in Canada involved 1971 police search of mans apartment in pursuit of criminal The CP story said two policemen wer3 involved that the search took place at 2am that the officers had no search warrant that the criminal being sought was unknown to the apartment dweller and that the apartment door was broken down The story correctly reported that the apartment dwellers suit for damages for trespass against police was dismissed by the Supreme Court of Canada Wishart Spence former justice of the Supreme Court who participated in the decision has pointed out these facts from the record of the case Three policemen were involved the search occurred at 4pm the man being sought was known to the apartment dweller although police asked for him under different name and the door was not broken down Spence also stresses that search warrants apply under Canadian law to things not per sons but he adds that three arrest warrants were outstanding against the person being sought Under jurisprudence cited as the case went through the appeal process however it was asserted that police are entitled to force entry to persons home in their pursuit process would be to bring in bill putting the handicapped under the Human Rights Code In the way stood the NDP and Liberal homosexual rights advocates who would have moved an amendment to include home sexuals NEAT MOVE So the government made Lafleurlike move around the opposition by writing separate act that gives the handicapped human rights protection without actually bringing them under the Code The key is that this separate bill cant be amended to include homosexuals The sexual orientation advocates were left standing like that PeeWee player wat chiig Lafleurs back receding towards the goa And the CEGR didnt help their case any by misquoting Smith the thought deliberately so that he wont speak to them again NO GO While that doesnt change Smiths vote it is one more sign of the swing against homosexual lobby that scented to be winning on all fronts couple of years ago What the governments handica ped bill and there are questions to be ask about it tool does is guarantee sexual orientation wont be an issue before the House again until after the next election And that is good The CFGR when pressed cant show evidence now of discrimination in em ployment housing or access to services simply because of their sexual peculiarity What they are truly seeking is equal status rather than equal rights to have homosexuality accepted as normal as though discrimination against later than any other vessel from tovre carrying commercial cargo passed unnoticed by the press and public like all too many marine events in this country The MV Arctic one of the very few Canadiandesigned ships built with special construction for Arctic sea operations could be the prototype for fleet Canadian mer chant fleet serving our icebound Arctic as well as conventional sea lanes But it isnt Indeed the limited press coverage of the event concentrated on the extra cost to the taxpayer of what at this late date was still an experimental voyage Emphasis was placed on the cost for using the icebreaker Pierre Radisson to move the ship through the 30centimetrethick ice of Hudsons Bay the extra freight charge per ton of grain on board which was going to Poland steady Canadian wheat customer from Port Churchill instead of Montreal It is true federal Transport Minister Don Mazankowski was on hand for the departure as well as other VIPs from his Ottawabased ministry and from the Manitoba government SUPPORTIVE MINISTER Everyone says that Mr Manzankowski an enthusiastic Westerner from landlocked Al berta is determined to solve some of the massive problems which have faced his predecessor Transport Ministers Not the least among these is whether we again should have national merchant fleet It is always hard to understand why Canada as one of the major Arctic powers has never truly integrated its marine ser vices commercial as well as naval in the way this has been accomplished by the Soviet Union The USSR is our major polar partner in the north Where we have single ship of the MV Arctics capabilities the Russians have fleets of deepsea cargo ships built for Arctic operations as well as major administrative structure in their Northern Sea Route Ad ministration with icebreakers to man it Inspite of the centrallyplanned heavy bureaucratic style of government in the USSR the Russians have proceeded on Arctic shipping policy with much longterm planning and careful research Soviet Arctic ice research began in the barren 19305 Since then it has concentrated on such activities as the innovative floating ice floe teams of scientists and their specialized equipment Soviet ships of the same type as our MV Arctic now carry cargoes along the roof of the world via the Soviet Northern Sea Route from Murmansk to the Bering Strait And all this is only part of global Soviet maritime presence in commercial shipping naval operations and large fishing fleets with floating fish factories We have no such global aspirations Indeed we can scarcely see the essential national ones in maritime policy UNITED CAUSE NEEDED We are not the USSR In our open society with so many conflicting transport priorities facing elected national governments our marine industries have failed to state unified case for Canadian fleet major Arctic sea presence and to build naval sur veillance warships to man our greatly ex tended 200 mile sea zone But the MV Arctic now is postponing the publication of its renewed federalism until January because suspect it would have an unsettling effect on many of us during the holiday season dont think it will qualify as light reading When the Quebec referendum was originally expected this fall the Liberals under Claude Ryan had planned to publish their proposals last spring but with the referendum put off until 1980 the long awaited counterproposals to Rene Le vesques sovereigntyassociation were delayed until fall Now with production unable to be completed until Dec 20 the Liberals have wisely decided to wait until the holidays are over Well now have to wait until early January to see what Ryan and his constitutional thinkers have devised to en courage no vote in the independence referendum The one certainty is that the Liberal option will not be the status quo Even the most ar dent federalists including former prime minister Pierre Trudeau agree that major constitutional changes must be faced if the referendum is to be met with resounding rejection And there is every reason to believe that Ryans definition of renewed federalism will go good deal further than many of us had anticipated GO FAR But unlike the Parti Quebecois proposal for political sovereignty first and then eco nomic negotiations with the other provinces the Liberal proposals will be designed for achievement within the framework of Confederation Some of them go quite far says Liberal insider who one might guess was dabbling in understatement Eyebrows will certainly be raised says another who is familiar with Ryans proposals With an overwhelming majority of Quebecers clearly favoring major con stitutional changes but at the same time indicating strong preference for remaining within Confederation Ryan is obviously responding to the public opinion surveys While he and his federalist followers will be campaigning for no response in the referendum it is essential that this not be interpreted as an endorsation of the status quo Its also important that Ryan not become saddled with negative proposition He will want to convince Quebecers that the Summer is member at The Canadian Press CF and Audit Bureau of Parti Quebecois con ventions And there will no doubt be some areas in which we will have difficulty distinguishing between renewed federalism and sovereigntyassociation SELLS PROPOSALS Mr Ryan has been busy discussing his proposals with other premiers hoping he can enter the actual referendum campaign with them indicating future cooperation This way he can propose workable alternatives to the Levesque proposals which have been riddled with rejections from virtually every provincial capital What is known is that renewed federalism as perceived by the Quebec Liberals will include clearer division of powers with the emphasis on the sovereignty of the various governments in areas under their jurisdiction There will also be proposals for sweeping reforms in the Supreme Court and the Senate Ryan also prefers the entrenchment of language rights in the Constitution Some of it we may not like but chances are it will be far more palatable than Levesques option While the premier wants sovereignty first and then negotiations between equals Ryan is clearly looking more outward from within Its not only question of getting more power for Quebec he says its also question of taking on bigger share of national problems We have to go in as major partner who can propose to the other partner better way of running things can foresee us all becoming hopelessly enmeshed in semantics over the next six months am just glad it wont happen until after the Christmas holidays Good life eludes many in sunfilled Bahamas By VERN DARVILLE NASSAU Renter Life in the sun seems good for the inhabitants of the Bahamas cluster of 700 holiday islands in the northern Caribbean But for part of the population it could be lot better With this in mind government planners have laid out clear social and economic goals for the next decade One of the most pressing problems is unemployment now estimated at around 30 per cent The planners want to get this down to single figure Jobs for youths are particularly needed According to unofficial figures the jobless rate for school dropouts is around 75 per cent Their program calls for balanced economic growth and appropriate industrial and techni cal training The government also intends to maintain an acceptable level of price stability in bread basket items Inflation is currently running in double figures The man trying to ensure better life for all Bahamians is Prime Minister Lynden Pindling who is also minister of economic affairs and planning and leader of the Progressive Liberal Party The time given to fulfil the new
