stresses that the program is entirely voluntary Everyone involved including the victim of the crime the offender and parents must agree to par ticipate in the work program In some cases where the job performance requires supervi sion volunteers from probation services accompany the juvenile to the work site As well as making sure that the work is done well the volunteer acts as friend and counsellor encouraging the young person to express his feelings about his offence and talk out his problems Jeanne Harris probation of ficer with the ministry of com munity and social services says Most of the kids who become involved in delinquen cy have low selfesteem They discover that by helping others their own confidence and sense of worth grows For instance girls may help out at Grove Park Home or Kempenfelt Manor They feel better after reading to the old folks or writing letters for them The boys may be assigns ed to taking down screens painting weeding flower beds or cuttinglawns The program is principally intended for kids who are not criminals but who have made small mistakes and must be An expected increase of more than 16 per cent in student enrolment at Georgian Col leges three campuses and the addition of nine portable classrooms has also meant an increase in faculty numbers the college reports Beginning today 21 new in structors will begin three week orientation and instructor training program at the Barrie campus In September they will teach at campuses in Owen Sound Orillia and Barrie Six portables will be placed at the Barrie campus with three others located in Owen Sound In rillia permanent campus is currently under con struction and the scheduled April opening will see college facilities moved from three locations to one permanent site Adam Dimitrick staff development officer says the objective of the instructor training program is to combine the instructors past ex periences and professional ex taught to realize the seriousness of their offence against society and make recompense for it she says Another aspect of the pro gram is that it forces parents to realize something is amiss in their family lives and to take harder look at their lifestyles For the young offender the benefits are threefold The juvenile is kept out of the court system and so is not labelled The program provides con sequence for the offensive ac tion and Dimitrick said at and social services is commit ted to the prevention of juvenile delinquency Therefore proba tion services is deeply sup portive of the program because it can stop youngster from becoming part of the criminal justice system and arrest criminal tendencies before they develop It leaves us more time to work with serious offenders who may have more deep seated psychological pro blems Ms Harris says Judge Morton the family court judge before whom the juvenile offenders might have had to appear is also enthusiastic about the community services program Its very progressive and helpful effort he told The Ex aminer This is an excellent example of the cooperation between local youth services and Barrie city police it was the leadership of Chief Earl Snider in organizing the youth bureau and co ordinating the diversion pro gram with other police forces in the area that has led to this very effective program Its not only good for the young people concerned but it will save expenses and taxes in the long run The work is as im portant and valuable as the work among adults having pro uvenile offenders blems Constable Jenkins deals with more than 600 juveniles year She estimates that about 100 of them will be able to benefit from the community work pro gram But we are not going to jump on the project like gangbusters she says We will develop it slowly and be very selective about who parlt ticipates Also the actual tasks chosen will have to benefit both the child and the community In other words the punishments must fit the crime For instance there would be no point in sending young per son to work in department store if he had vandalised park benches It makes more sense to put him to painting and repairing the benches he tried to destroy number of interested citizens service organizations and school officials are solidly behind the new program Par ticularly helpful was Ian Rowe who assisted with legal advice and liaison between smice clubs and
