economic forecast WASHINGTON CP The International Monetary Fund said Sunday that economic problems in industrialized countries including Canada will get worse before they get better and that there is little the governments of those countries can do about it It said the industrial powers have already miscalculated the degree of economic slowdown in the world this year partly because of recession in the United States and partly because of large unforeseen increases in oil prices It said the average rate of economic growth was about four per cent in 1978 about the same as in 1977 but that it had fallen to about three per cent by the middle of this year The current environment of great uncertainty clearly fore shadows period of severe strains in the world economy emphasizing the need for pol icies to deal with them the IMF said It said the major industrial countries have little choice ex cept to try to deal gradually with problems of sluggish eco nomic growth high inflation and rising energy prices even though this approach has not worked so far The present array of prob lems confronting national au thorities in the industrial world precludes simple prescriptions offering promise of early suc cess but rather points to the need for pursuit of manysided strategy of policy in medium term framework it said in its annual report The report will serve as basis for discussion at the Oct 25 annual meeting of the 138 country institution in Belgrade Yugoslavia The IMF has only few Communist members and the Belgrade meeting will be the first for the IMF in Com munist country The report said the economic slowdown now under way in the US was sought by the US authorities and welcomed inter nationally in view of the need to curb domestic inflationary pressures However the report cautioned that the effects of the US recession could not be fully offset by economic growth elsewhere because it might lead to worsening inflation in countries which attempt to increase economic activity It said the United States should be cautiousin adopting policies to counter the recession and there should not be any lowering of the priority that has been accorded by the US au thorities to the reduction of in flation in mediumterm con text It urged that industrial coun tries coordinate economic pol ic1es to greater degree than before including exchange market intervention and monetary policies It also urged that govem ments ensure larger flow of private capital and develop ment assistance to un derdeveloped countries which it said will be particularly hard hit by high oil prices The economic performance of the lowincome group of de veloping countries which con tain more than twofifths of the population of all fund mem bers is clearly major cause for concern in terms of human
