the examiner Saturday Sopt 15 1979 Plan for Lake Simcoe to be announced in fall By STEPHEN NICHOLLS Of The Examiner Ontarios environment minister says the government wants Lake Simcoe to remain valuable resource but plans for its future will not be an nounced until later this fall Harry Parrott told The Ex miner in an interview Friday that cabinet ministers will meet with local municipal politicians in October to discuss the lakes future We want this lake where it stays as viable tourist and fishing body of water said Parrott That goes without saying We view it as an ex tremely sensitive and impor tantarea We will do our utmost to maintain the total area as valuable resource The lakes water quality pro blems were discussed at meeting of the cabinet commit tee of resource development Thursday During that meeting committee members reviewed the Environmental Strategy Report for the Lake SimcoeCouchiching Basin it was the first formal presentation on Lake Simcoe to this committee said Parrott We had excellent discussions on it But we felt two or three items needed to be resolved Parrott would not identify those items Gordon Smith MPP PCSimcoe East said the committee members want to know what will environmental improvement work really do to renew the fish population in the lake The strategy report describes nutrient pollution in Lake Sim coe and its effects on water guality algae growth and the ecline of cold water fish populations It suggests measure to main tain lake quality and ways to improve it Parrott would not say whether he or other committee members would opt for the im provement route Smith and George Taylor PCSimcoe Centre who both attended Thursdays meeting sid committee members favored improving Lake Sim coe rather than merely main tining present conditions Smith suggested the present quality should be maintained while improvement is planned provement said its matter now of where are the funds to come from There needs to be formula for the financing of the pro ject said Smith Improving Lake Simcoe may cost more than $12 million year he said We need to impress upon municipalities the need for their participation in the pro gramsa1d Taylor Smith Taylor and Bill Newman PCDurhamYork presented resolution saying more money has to be spent on the lake said Taylor Sewage treatment facilitues are needed in Innisfil and Georgina Township lakeshore aras he said In addition urban and agricultural runoff must be Urban storm water and runoff in the Holland Marsh agricultural area should be recycled said Taylor The water rich in silt and nutrients should not be channelled into the lake or rivers feeding into it SEWAGE TREATMENT Municipalities should install advanced sewage treatment facilities before further popula tion growth and farmers should be taught better agricultural practices he said Controversy arises over who should manage Lake Simcoe work Parrott uaid the policy field of cabinet committee is valuable for coordinating management but is not worth hoot for actions is to be the lead or responsible party said Parrott That is the key to it Up to this point it was our environment respon sibility to be the lead ministry The policy field will deter mine where to lean that respon sibility The environmental strategy report suggests cabinets com mittee should assume respon sibility for the lake but Taylor said the committee is not the poper body The South Lake Simcoe Con servation Authority might be appropriate for the task if its jurisdicton were expanded Smith disagrees He said with that approach north shore conservation authority would also have to be established the past has not been well received by north shore municipalities Smith said the cabinet com mittee should oversee lake management Ministries in volved with lake problems are represented on the committee Asked if government finan cial restraints would result in the shelving of work on Simlt coe Parrott said it is premature to say He listed the provinces three environmental priorities as acid rain liquid industrial waste and sewage treatment Twothird of the ministry of environment budget is spent on sewage treatment Treatmen tof effluent is one of the few very essential items in the pro vince said Parrott proving because of government restrictions he said Lake Simcoes phosphorus level for example was reduced to 103 tonnes year from 150 tonnes Were going to likely to do better than that he said To protect the environment means regulations and enforce ment said Parrott If for example one person has leaking septic tank and 100 neighbors are find and he refuses to repair it Id have to take steps to see it must hap pen The minister of the environ ment must be tough guy have to face reality Details of the governments plans for Lake Simcoe should be released after the meeting Mayor Ross Archer is led from police car by Barrie Police Chief Earl Snider during the mock arrestjield this week to
