root of the problem lies in the federal decision several years ago to create national broiler chicken marketing agency The agency was estab lished last December but cant start operation until Ottawa works out import levels with the US But the federal trade depart ment has not begun those talks and farmers fear that means the agency wont be able to start up until next year mean ing at least fouryear delay from conception to birth In the meantime processing companies have artificially in creased chicken imports from the US to ensure that the negotiated level will be high enough that they will be able to keep down the prices they pay Ontario producers Before the agency was ever mentionned by government us imports accounted for about one per cent of Canadian requirements Since then importers have pushed the figure to seven per cent June Menzies chairman of the Farm Products Marketing Council warned importers ear lier this year that government knew what they were up to However no
