the examiner frvvwiednesday Oct 17 1979 Are film censors reolly necessary By STEPHEN EALER Of The Examiner Movie audiences in Ontario probably wont have the op portunity to see Luna the new Bernardo Bertolucci film about an incestuous relationship between an opera singer and her 5yearold son because the Ontario Censor Board has demanded cuts in the film and the director has refused topermit them Few people will get upset about this Aside from liberal writers like Robert Fulford who attacked the censor board in Saturdays Toronto Star most people couldnt care less that serious film by an Italian director like Bertolucci wont be shown in this province And thats shame think its time people opposed to film censorship spoke out and made the provincial government aware that the Ontario Censor Board is an anachronism whose power over what we see in movie theatres should be drastically reduced The censor board has the power to classify cut and in some cases ban movies entirely in Ontario Movies are ban ned when movie directors like Bertolucci and Louis Malle who made the controversial Pretty Baby couple of years ago refused to go along with the cuts demanded by the cen sors dont blame Bertolucci and Malle for refusing to allow censorship of their films the real blame lies with Canadian and American film producers who refuse to stand up to the board and demand some changes Dont rock boat But the producers dont want to rock the boat Once film is approved by the censor board the police usually leave it alone The producers dont have to worry about prosecution under our obscenity laws and the censors can congratulate themselves for protecting the fragile morals of Ontario filmgoers Its cozy selfserving relationship thats gone on for far too long Isnt it time that Ontario followed the example of Manitoba which in 1972 decided that the proper function of government body like the censor board is to classify films not order cuts of scenes that may offend some people liv ed in Manitoba for two years from 1976 to 1978 and didnt see any detrimental effects of this enlightened attitude towards film censorship Have Winnipeggers become more depraved or less moral because they were allowed to see Pretty Baby Of course not and theres no reason why Onlt tario residents arent perfectly capable of deciding whether or not they want to see film like Luna Maybe this time enough people will complain 0n the weekend delegates at an NDP Ontario Provincial Council meeting passed resolution urging the province to adopt film classification policy similar to Manitobas leaving the question of obscenity to the Criminal Code Commented one delegate Through the federal Criminal Code police or citizens can charge theatre operator with showing an obscene film aan court can decide the issue Thats the way its been done in Manitoba and its been most suc cessful think film classification system can work here too allowing the small minority of art film enthusiasts to see films like Luna and Pretty Baby uncut and uncensored also think most Ontario residents would agree with the following statement released by the Manitoba govemment when the new film policy was announced in 1972 Govem ment control of the mind implicit in any form of censorship is contrary to the very foundation of free society Examiner closely Any government claim that its acting in the best interests of its citizens should be examined very closely dont need the Ontario Tensor Board to decide for me what films will see and in what form will see them If chose to see film like Luna thats my business If chose to see film that depicts an incestuous motherson relationship or explores the world of child prostitution think Im intelligent enough to judge whether it will offend me or not Cuts demanded by the censor board usually involve explicit sex or sex involv ing children far worse scenes depicting violence are allowed to pass uncut and that exposes the hypocrisy of the boards claim to protecting the public We dont need the censor board to determine what films can be shown in this province We do need film board that can classify movies so that audiences know what to expect As Fulford says in his article in the Star The Ontario Ceri sor Board was invented in another time for another kind of Ontario and another kind of film industry Cleary it has outlived its Shop Ross Rolls Shell Ser mgrtainment notes By JAMES NELSON The anadian Press Despite government opening restraints higher ticket prices and economic uncertainties that were expected to hamper tourist traffic the two big summer theatre festivals Stratford and Shaw did quite well this season The Shaw Festival at Niag araontheLake set box office records and the Stratford Festi val which still has several weeks to run will come within few percentage points of meeting its budget despite couple of items in its playbill that proved to be of only pass ing interest to audiences What the festivals would have done if they had obtained all the federal provincial and local grant money they wished for is of course difficult to say Productions might have been flossier and crowd scenes bit bigger with more apprentice actors on stage But as it was both festivals ran longer seasons and mounted more shows than ever before They showed in other words they could carry on very well thank you in the face of finan cial constraints at least for this year Whether they could main tain the same high level of quality and audience at tractions with further cuts is another question EXPECTS DEFICIT budgetted $53 million from the box office Thats something more than $200000 enough to cripple any other theatre operation but less than the Stratford Festival had in the way of surplus last year The Shaw Festival ended last year with deficit of 3210000 The Shaws budget is roughly onefifth the size of Stratfords But by dint of tight ex penditure control and imagina tive programming acting artistic director Leslie Yeo produced surplus of $26800 this year Although app0inted only to fill in for year until new artistic director arrived in Niagara this fall Yeo set out to make the Shaw Festival come
