Pierre Trudeau enough credit for originality had mistakenly chosen him to be the first op position MP to mutter the traditional words The throne speech is as notable for what it doesnt say as for what it does But the former prime minister said nothing of the sort Instead he criticized the throne speech on the grounds that nowhere do we see the idea that the nation is more than the sum of its parts Thats not bad at all couldnt find similar quote from an opposition spokesman for the last nine throne speeches Incidentally it was Bob Rae the New Democratic Party finance critic who kept the traditional quote alive this time He was the first MP to masterfully recoin the phrase The throne speech is as interesting for what it doesnt say as for what it did In 1977 the honor went to John Diefenbaker before that it came from the lips of Alvin Hamilton Lester Pearson used it back in 1962 just two years after Jack Pickersgill made similar declaration The phrase goes back to George Drew sentence by sentence And although the throne speech has ceased to provide detailed description of the legis Iative program it has become sort of inspirational stateofthecountry address we still perform verbal autopsy on every wellwom word But deep down we all know that even if the throne speech contained the original Beatitudes an opposition spokesman would say it was more interesting for years that Trudeau has failed to wear rose in his lapel and its the first time in living memory the Speaker was late in opening his bar And its the first time in history that an NDP member has nosed out member of the official opposition in uttering those immortal words about the throne speech being more interesting or whatever for what it doesnt say than for what it does Fiscal spending can be trimmed So it was done the money being located in such areas as better use of manpower elimi nation of 18 positions deferring equipment purchases and even swapping reusable plates for disposable dishes Well and good Yet it doesnt seem to have struck Walker that if he and senior staff could find $34 mil lion extra in the budget to meet unexpected expenses then the budget was $34 million too high in the first place OTHERS T00 That just highlights the twinheaded nature of restraint It exists but it has long way to go The fact they were successful leads Walker to conclude that if Correctional Services with its high fixed costs and limited dis cretionary expenditures can do it so can other ministries Very true But will they do it Without push It was the pressure of events that forced Walker to haul out the pruning shears People in any large organization build empires but unlike the private sector govemment bureaucracy does not suffer the selfdiscipline of having to make reduce the Soviet troop strength in East Germany by 20000 men and withdraw 1000 tanks has received mixed response from key NATO leaders Part of the reason for this is his parallel proposal that the major NATO nations also reduce their deployment of mediumrange nuclear missiles throughout Western Europe The occasion was the 30th anniversary celebration of the founding of the Communist dominated German Democratic Republic the proper name for what we casually call East Germany The German Democratic Republic and the Federal Republic of West Germany are armed camps for the troops in the ap propriate military blocs Russian in the East American in the West There are about 300000 Russian troops in the German Democratic Republic complete with their substantial support services weapons transport all assisted by the substantial half million men of the Soviet trained East German army itself TOTAL FORCES ARE HUGE Add the joint air and naval forces of the USSR and its tough German satellite and NATO faces the major concentration of Communist bloc military forces in central Europe But the rejection of Brezhnevs offer by President Carter as well as by the leaders of Britain and West Germany is based on concern that it is meant to weaken the Wests tactical missile strength in the NATO framework The reduction of 20000 troops from massive Soviet military presence of 300000 could be token move by the Soviets given their already large military presence in East Germany What Brezhnev really might want is the reduction in the growing spread of short range tactical missile which could wreak havoc in any Sovietsatellite invasion from the East It is true the Soviet leader also offered to reduce the number of mediumrange nuclear weapons in the western region of the Soviet Union only if the NATO allies would do the same in Western Europe Nevertheless there must be some dismay among certain levels of Western disar mament specialists especially the ones who have sat in Vienna literally for years waiting for Soviet move of this kind Indeed much of the stalemate at the long and frustrating talks on European disar mament at Vienna have resulted from Soviet refusal to discuss major quid pro quo on arms reduction Now Mr Brezhnev has offered one whatever his real motives and his nitiative is already falling on unwilling ears in Bonn London and Washington major reason for suspicion of the Brezhnev proposal is the general weakness of NATO in all kinds of weapons and military forces compared to those of the USSR and its Eastern satellites OUTNUMBERED IN TANKS In conventional forces such as battle tanks the Russians and allies outnumber the NATO alliance nations three to one And the longanticipated new Soviet battle tank was unveiled for the first time during
