countys French Language Advisory Committee following the announcement concerning the French high school Thursday said that the promises of im provements in French instruction made by Ontarios educa Simcoe County Board of Education trustee for Penetang and himself francophone said if patience understanding and good will are shown by both sides the ministers plan could work It would have been ideal to meet the needs of the students but the cost is too severe he said Dr Stephenson Sld the province would not build French high school in the town of 6500 some 60 kilometres north of Barrie But Corp which owns Radio Shack told an Ontario Labor Relations Board hearing here Thursday that he was sent to Bar rie in December after head office learned Radio Shack had been charged with unfair labor practices It was apparent to us based on the charges that the company had alienated itself from the labor board and the board was critical posture we did not want to be Gordon said He said he was told by Radio Shack manage ment in Fort Worth Tex up until then the Canadian operation was permitted to operate independently because Canadian management was pretty nationalistic and resented and re jected US involvement Gordon was sent to Barrie to keep head office informed and make sure no other charges were laid he said He said he was surprised the relationship clause which prohibited the union from using the companys name in print or otherwise without permission on pain of fine was strike issue because he thought it fell through the floorboards before he began negotiating June WASNT TOLD Frank Berry USWA representative said the union had not been told it had been dropped Gordon testified there were 125 items from the union and 60 from the company when he as started negotiations and only three left outstanding when talks broke off including rules and regulations dues check off and an absenteeism clause The company insisted all rules and regula tions be posted in the plant with penalties so all parties know the rules of the road The union rejected the proposal because in the event of grievance an arbitrator could only decide if an infraction was committed and had no say in disciplinary action The company also insisted on voluntary dues check off because the union had never manifested much support from the employees Berry said the companys pro posal would single out union members and make them target for harrassment BOARD LEVEL Commenting on the companys conviction by the labor board earlier this year for unfair labor practices Gordon said dont see the acts alleged to have occurred as proper but dont think they rise to the level the board found them Both he and company lawyer Bruce Binning said the company bargained with intent to reach collective agreement Hayes told Gordon he was not convinced the company did anything more than bargain for the record wouldnt expect youre to be dissuaded Ggrdon said Youre being paid by the other SI Heavyload
