Wm 14 tho oxamlnor My Mar 31 1019 Its officialNHL accepts WHA teams John Ziegler left president of the National Hockey League and Howard Baldwin president of the World Hockey Association speak to reporters at New York press conference Friday following Take series opener 62 meeting of the NHLs Board of Governors The board approved revised expansion proposal which accepts four of six WHA teams into their league next season AP Photo orts ditor David Fulle r7266537 Bell midgets iump Stratford NEW YORK CP Some call it expansion and others minimerger but whatever terminology is used the Na tional Hockey League and the World Hoc ey AssoCiation are wedded for better or for worse The decision to admit four of the six remaining WHA clubs as NHL members next season was completed Friday when the NHLs board of governors voted 14 to for 21team combined league still divided into four divisions The proexpansionists were in full force in and out of the meetings in New York where Harold Ballard owner of Toronto Maple Leafs was the most vocal minority dissenter Ballard who has voted against taking in the WHA ever since the idea was first broached said the new members were getting bum deal because the NHL owners were stripping them of talent But president John Ziegler of the NHL and others denied that was the case claiming the new franchises have better chance of putting together stronger teams than the poor ex pansion clubs did when they first started Ballard said he personally felt the new agreement was in fact an amalgamation of the two leagues and not an expan sion Governors of Boston Bruins and Los Angeles Kings also took views opposite to those of Ziegler and NHL lawyers in voting against expansion The emphasis from Ziegler one of the architects was that acceptance of Quebec Nordiques Edmonton ilers Win nipeg Jets and New England Whalers into the NHL was strictly expansion legally and formally the fifth since the original expansion in the 196168 season Clearly this is an expansion said Peter Malley general counsel of Washington Capitals and alternate gover nor and member of the expansion committee The WHA is still in existence If they want to go and issue some franchises theyre free to do it What we have done is accepted in the membership four teams which have previously played in the WHA but we lid not collapse the WHA The WHA began its first season on Oct ll 1972 With 300 players signed many of them from the NHL lured by huge in the divisional lineup Washington joins New York Islanders New York Rangers Philadelphia and Atlanta in the Patrick Division Quebec goes into the Adams Division with Boston But New England is placed in the Norris Division with Mon treal Detroit Los Angeles and Pittsburgh Each club plays balanced schedule of 80 games with each team playing two home and two away games against all other clubs The NHL is keeping the current system of playoffs except that the numbers of teams able to qualify is increased to 16 including each division firstplace team plus 12 wildcard selections There are no byes in the preliminary round with the series extended to bestoffive instead of bestofthree The agreement still has to be accepted by the NHL Players Association Another council votes to oppose arena grants MISSISSAUGA nt CP City council has joined the Guelph Ont council in objecting to federal proposal to subsidize arena renovations for cities that have obtained Na tional Hockey League franchises Council in this city just west of Toronto has endorsed resolution sent to it by the Guelph council condemning the proposal by lona Iampagnolo minister of fitness and amateur sport Mrs Campagnolo has said she will make $185 million in lottery funds available to cities needing alterations to their arenas Each city would get up to $5 million in federal money if the respective provincial government matched the salaries and 12 teams split into two divisions andt Never before has $32 million bill been received with such giddy enthusiasm Thats the price the four World Hockey Association clubs will collectively pay for the right to flash National Hockey League crest And tiicy couldnt be happier lm looking forward to br inging the Stanley up to Win nipeg said John Ferguson the lcts general manager upon receiving the news that the ex pansion deal had gone through The Jets and Edmonton ilers will challenge for their divisional titlc next wintcr Ferguson predicted wont be surprised if we and Edmonton finish onetwo in the division he said Its great thing for Win nipeg and the province of Manitoba said Jets president Michael Gobuty We received better deal titan the teams who were in the previous NHL expansions IIISTORH UAY his return from the New York meeting Marcel Aubut president of thc Nordiqucs said the entrance of the WHA club to the NHL was an historic day for Quebec ity Quebec now finds itself on the map of Nortii America and that of the entire world an ob viously elated Aubut said as he federal amount found himself feted at downtown hotel party at tended by partisan fans of the Nordiques Aubut said he had dedicated three years of his life to the ex pansion and making sure the Nordiqucs were included in it He said he did so because he was certain Quebec ity should take its place in the top rungs of professional hockey Owners and team manage ment werent the only ones pleased with the results of Fri days expansion Bight winger Mark Napier of Montreal Canadicns and former star with Birmingham Bulls also applauded the move heyre glad think its going to improve the game Napier said Its going to get rid of weak franv chises like Birmingham and Cincinnati FEW EUR EIS Everybody in thc WHA wasnt dancing in the streets however Im sorry were not part of it said NHL Bassett added Harold Ballard owner of the Toronto Maple Leafs has reconciled himself to the National Hockey Leagues ac ceptance of four World Hockey Association franchises but insists it is an
