the examiner Thursday Mar 1979 lifes Editor Claudia Krause 7266537 Societys attitude toward children must change says Newfoundland MP By SEAN FINLAY Ottawa ureau Of The Examiner Steven Vilandre sits in his hospital bed His left eye is partially closed His lips are swollen Scrapes mar his face photograph of 18month old Steven was published in many Canadian newspapers ear Iy in February shortly after his parents were killed in collision with railway train at Stratford Ont James McGrath didnt like the photograph His disapproval wasnt based on taste or choice of photograph though Who asked the childs permission to take the picture he demands Did anyone con sider his rights to privacy Publicaton of the picture shows societys attitude toward children says the Now foundland MP Its callous The attitude is the same as societys attitude toward pets We dont treat children as people We treat them as chattels as property the pro perty of parents of institutions of foster homes McGrath has welldeserved reputation as public speaker one of the handful of MPs who can sway the House of Commons with his speaking But when he talks of children and the way Canadian society treats children it isnt speechmaking He talks about children and their place in Canadian society without specchifynig using facts and his ability with words the way other men use their fists to win an argument He paces up and down his office in the West BIOck of Parliament Ilill more frustration than anger showing as he gives fact after fact opinion after opinion There are buildings right here in Ottawa that have signs saying No Pets No Children Children arent priority They have no political power Were about to get Bill of Rights for Women because theres an election coming up Children wont get that far theyre not that important Most laws about children have negative approach Most laws react after the damage has been done The government has given lip service to the UNs International Year of the Child It has put up $200000 to administer national program You cant administer an MPs of fice onthat Legislators reflect the concern of the peo ple they represent Theres not much concern out there for childrens rights NO KlISlIRRER James McGrath is no picinthesky KidsIiibberf Thats totally unacceptable he says Thats not what have in mind He was first elected to the House of Com mons in 1937 In 1962 and 19 he was parliamentary secretary to the minister of mines andtechnicalsurveys Defeated in the 1963 general election he was out of the Commons until 1968 when he was reclected the member for St Johns East He and his wife Margaret have six children Everyone has March Sale but judge the restby Hes consumer affairs critic for the Conser vatives His frustrating passion childrens rights Pour times he has presented the Commons with private members bills dealing with the rights ot children the exploitation of children on television the impact of television on children and the home and the impcat of television violence on children On Oct 30 197k McGrath presented Bill C204 That private Bill would set up federal provincial task force to prepare legislative proposals for federal and provincial govern ments to give children protection op portunities and facilities to enable them to develop mentally morally spiritually and socially in healthy and normal manner and in conditions of freedom and dignity with the best interests of the children as the para mount consideration On Nov the Commons unanimously voted to send McGraths Bill to committee for further study something that hardly ever happens to private members bill The committee study though wasnt triumph as far as McGrath was concerntxl It was frustration We heard seven witnesses he says At no time was there quorum of MPs But when the committee considered child pornography the room was filled That says something about our priorities At no time during the hearings says McGrath did either the minister ofjtistice the minister of health and welfare bother to appear even though each has some jurisdic tion over children WHAT DOES HE WANT What does James McGrath Canadas children And end to treating children as property Societys attitude to children is the same as it is to pets That is dangerous insidious He wants children taught how to be parents We prepare children for everything but parenthmxl he says It should be many datory to teach children about parenthrxxl He wants laws which will respect the sanc tity of the home and the familys right to privacy At the same time he wants laws which recognize the states obligation to protect its members Child abuse and child beating can never be completely prevented admits McGrzith But McGratli believes the idea tlia children have rights as adults have can be firmly established Newfoundland and Prince Edward Island are considering hilds dvocatc Quebec has Youth Protection Act which establishes committee for the protection of children Functions of the committee are to ensure that protection is availalc for child whose security or development is endangered and to ensure the protect ion of the rights of child McGrath wants anadians to recognize that society has changed that society today is different to the society our fathers knew The normal family situation is changing though is want for argues McGrath describing normal as home in which father works and the mother stays at home Now we have both parents working We have the single parent family We have growth in the divorce rate in the rate of marriage breakdown We have more and more people moving more often around the country The state says McGrath has to replace the extended familygrandparents and other relatives living nearby the familiar policeman walking his beat the corner store which is disappearing as Canada becomes an urban nation k3 JAMES MctiltATll defends childrens rights In many cases both parents are gone when child comes home from school All there is in the house is television TV AS IMPORTANT The effect of television on children is as im portant to McGrath as childrens rights Hes had some success in his fight to lessen the effect of television on children Television advertising in anada aimed at children has improved he says with the Canadian Radiiilelcvision and Ielecom munications Commission ltRlti prohibiting the use of professional athletes and cartoons in advertising aimed at children Violence on television though continues to disturb McGrath We re producing an aggressive society society in which violent crime is on the iri crease report by the Surgeon General of the United States showed there was correlation between the aggressiveness showed by It yearold boy and the conditioning he received from television when he was nine ls McGrath ever tempted to give up his fight to get childrens rights recognized dont think of giving up If you persist youll make some sort of impression Ill keep at it as long as can And if we form the government intend todosomething positive about it 26 KelIln ator 7vrrrrArylffcfyvrgr 41JJtljJJU if fliJSQri cl Oiiifjry on Wzlirifitor or ZLON We quolt iiv feature yzu get for the Cr your1 Wienerhero families he told lec ture at the Addiction Research Foundation In men it appears to be genetically influenced but the picture for women is not as clear Swinson said Danish scienv tist separated environmental influences from genetic factors by studying adopted children who were taken into normal family environments It was found that 30 to 40 per cent of adopted male children whose natural parents were alcoholics became alcoholics themselves when they reached the 30s and 40s Btit less than one per cent of children whose biological parents were not alcoholics sufr fered from alcoholism in later life Sllililllt AMNESIA Swinson said however that the same study on women was less conclusive although there is evidence that women can in herit the same problems He said female offspring of alcoholics are much more like ly to suffer from amnesia after consuming alcohol than women whose parents were not alcoholics Loss of memory after drinking is symptom generally assocciated with alcoholism Swinson said both men and women had greater tendency to suffer from depression as adults if their parents were alcoholics and men were more likely to show criminal behavior Ann Lgnders Roommate Dear Ann Landers We three gals who work in the sa office share very nice apartment Sue and get aldlfg great but the third gal Louise is pain in the neck She monopolizes the phone and does less than her share of cook ing When its her turn to dust she drags the cloth over the table and calls it finished Louise does have some good pointsa great disposition plus she is smashing looking and has more dates thhnshe can handle Shes generous with the overflow and we have profited from that She also makes more money than we do and pays the gas and electric bills And oh yesLouise is friendly with the butcher down the street and he brings over some choice cuts of meat Sue and have considered getting rid of Louise but maybe the next one would be worse We need third party to carry the financial load What is your opinionln Quandary Dear Quandary The pain in the neck you describe sounds like the kind of roommate most women would adore There are worse faults than not being able to dust properly and talking on the phone lot If you figure the pluses against the minuses youll see that Louise looks awfully good on the score sheet Dear Ann Grandma is 84 years old is in good health and her mind is better than mine She has lot of energy and does things that many women 25 years younger wouldnt even attempt Butthe dear womans eyesight is definitely failing and she drives like maniac All of us live in fear that one day the phone will ring and well hear some terrible news Several of us have pleaded with Grandma either to drive more carefully or let someone else take her where she wants to go Her standard answer is Stop worrying was driving before you were born This wonderful lady has had four minor accidents since July and her amazing good luck cannot hold out much longer Will you please suggest something7Concemed Dear Concerned Insist on taking Grandma to an eye doc tor for checkup Ill bet she hasnt had one in years Clue the doctor in advance about Grandmas driving and the four accidents If you explain that his comments may be mat ter of life and death not only for her but innocent victims you may succeed in taking her out of the drivers seat Dear Ann always thought teachers were supposed to honor code of ethicsthe same as doctor or lawyer Am wrong friend of ours attended party Friday night at which our sons teacher was also guest The boys name was mentioned and the teacher said tin front of six or eight peo pic that he was stupid lazy and could not get along with the others in the class am very upset about this Is this breach of professional ethics or am mistaken Any suggestion57Scarsdale omplaint Dear Scars You are not mistaken No professional should use his patients clients parishioners or students as sub jects for social conversation That teachers poor judgment reflects on the entire profes sion hope you have the courage to go to school and tell her how you feel Perhaps shell learn something Erma Bombeck Credit crisis solved In the beginning there was credit card slipped it into my billfold and every time went to that particular department store handed it to the salesperson and she stamped it and gave it back In time had dozen of them or so rattling around in my purse Then came general charge card that was to do away with all the little ones followed by more sophisticated one that could use in Europe and Asia if ever got there Then my bank came out with one that had my picture laminated on it This was followed by one that guaranteed to the world that was good for $25 even if was caught naked without my other charge cards Today have 135 pieces of laminated identification in my handbag It has turned into an awesome responsibility just keeping track of them Sometimes have terrible dreams where go into department store open my handbag and my credit cards are gone All have is cash You cannot imagine how choked up got this week when through the mail came THE NOTHING CARD Its put out by company in Loveland Colo and is touted as the card to end all credit cards THE NOTHING CARI looks like your basic credit card only it is stamped with picture of Millard Fillmore who stood for nothing did nothing and actually ran on the Know Nothing ticket in 1850 Frankly regard the NOTHING ARD as way out of the economic pits The card buys nothing Therefore you owe nothing at the end of the month have no monthly statements no finance charges no computer errors no letters or mailgrams or phone cards threatening to take it away and no travel magazines Itll take little getting used to not paying for food that you ate 30 days ago or going now and paying now but the rewards are worth noting Once Americans put aside as much as they want to spend and pay in cash prices will go down business will give you the money instead of the card company and according to the brochure People will buy fewer lamps with hula dancer bases My husband is crazy about the NOTHING CARD He says its safer than Iravelers Checks buys what we can afford and besides Millard Fillmore photographs well He wont let me leave home without it Pollys Pointers Peroxide cleans tiles DEAR PIIY There is mildew on my bathroom tile floor around the toilet and under the tank so hope someone can tell me how to remove it JMG DEAR JM am sorry you forget to tell us what kind of tile you have certmic vinyl linoleum or plastic thferent materials respond best to different treatments but as general answer try spongtng with hydrogen peroxide test first and then clean the floor as usual POLLY DEAR POLLY Verda asked how she could remove cement from glass Last year while our new house was being built the brick layer told us to rub mineral oil on such spots and We found it worked very well put the oil on paper towel and rubbed When spot remained used razor blade to help it along After this wash windows as usual MIIIIE DEAR POLLY While the lightcolored carpet in my bathroom is still damp from scrubbing it usually has to be walked on and gets dirty again To improve this Situation now lay old heavy bath towels on the damp carpet and they soak up moisture as well as keep the carpet clean until it dries JINI DEAR POLLY simple method for telling raw egg from hardcooked one is to spin it hardcooked one will spin like top but raw egg will not spin Put slice of bread on meat platter to absorb excess fat and then the bread can be saved and used in your next batch of dressing for added flavor and richness VIOLA DEAR PllY As celery is so expensive use every single bit of it The leaves are used for seasoning and in soups If am not going to use all at one time cut up the pieces and freeze in small bags always blanch celery to be frozen just as do any other vegetable This frozen celery is good in turkey stuffing soups and stews Also find that when am using beef roast that is cheaper cut can make it much more tender by first browning it and their adding two cups of strong tea rather than water If more liquid is needed add Just water ARIIIIE DEAR POLLY Recently saw device advertised that scrariibles on in the shells have device that does the same thing or ii lot less money round headed straight pin Stick the pin in the large end of the egg shake Vigorous remove the pin crack egg over the an and there you have scrambled egg in the shell ANNE worth keeping
