its usage should be encouraged An integrated trainbuscar tran sportation system is essential in the Toronto area It is unfortunate that the federal government has taken little interest in facilitating the development of urban tran sportation systems In the budget speech on June 23 1975 John Turner then Minister of finance justified in part the governments new 10 cents per gallon tax on gasoline by sayingThe increased cost of gasoline will encourage the use of public transportation ONTARIO SUBSIDY But someone has to provide the public transportation Passenger fares on GO transit are based on cents per mile charge with ano allowance for depreciation The province pays for the capital items and gives 40 per cent subsidy to cover operating expenses This is still cheap compared to the cost of building expressways or subways GO transits im mediate needs for providing new rail services in Toronto in cluding double tracking thirty miles of new lines and better switching equipment to allow for doubledecker cars is $85 million That is the cost of two miles of subway construction To date however the federal authorities have done little to assist municipalities such as Toronto in developing proper transit facilities They did provide $10 million for the pur chase of rolling stock to be used on Toronthichmond Hill commuter service to com mence January 1976 It is now anticipated due to track development difficulties this service will not begin until the fall ot next year but the rolling stock three tencar trains with locomotives has been delivered The trains are being used by the Toronto Area Tran sit Authority to relieve pressure on their Georgetown and Lakeshore runs ODD PRIORITY Further commuter train developments in the Toronto area have been stymied however until $58 million wor th of changes are made to the downtown Toronto railyard facilities The province had in dicated they will spend these funds if necessary but the federal government has declined to make any con tribution It is strange that the federal government would feel that the building of the CN Tower which cost $57 million and stands on 12 acres of CN railyard lands is more im portant than improvements to the railyard which would facilitate commuter tran sportation into downtown Toronto In the meantime York Simcoe residents will have to wait for increased commuter rail service and GO
