l2The Barrie Examiner Wednesday October 13 I976 The Ontario Teachers Federation shares the concern of all responsible citizens about inflation and its damaging effects on our economy and way of life But we object strongly to the federal governments antiinflation program for the follow ing reasons The emphasis of the antiinflation program appears to be primarily on wages and salaries without visible effective controls on prices and profits The controls obviously interfere with the process of free collective bargaining third party the AntiInflation Board has been introduced into the bargaining process The result has been inequities between those who negotiated agree ments before October 14 1975 and those who reached agreements after that date Antiinflation controls wereimposed withoutany prior consultation with those who were to be controlled eliminating any opportunity for discussion The Ontario government the provincial cabinet opted to participate in the federal antiinflation program by OrderinCouncil rather than by legislation This not only circumvented parlia mentary procedure but also abandoned an important historic right Their action permitted the federal government to assume control of educational matters which have always been provincial responsibility OTF appeared before the Supreme Court of Canada challenging the constitutionality of the anti inflation law and the legality of the federalprovin cial agreement entered into by OrderinCouncil The Supreme Court decided unanimously in our favour on the federalprovincial issue As result the rights of all citizens to have their duly elected representatives decide this issue was upheld clober I4 I916 DAY OF PROTEST Where the Teachers Stand The position of the Ontario Teachers Federationofficial organization of all public separate and secondary school teachersis summarized in this statement of pohcy One Year Later October 14 1976 is the first anniversary of the antiinflation program On this date we join with other organized groups in the professions and in labour to express our deep concern about the contin uing existence of these antiinflation measures The apparent emphasis of the antiinflation pro gram is still on wages and salaries This is under lined by the recent concessions in controls on corporate profits The process of free collective bargaining continues to be in jeopardy We do not believe slight slowdown of the infla tionary spiral is evidence the antiinflation pro gram is effective The inflationary spiral has also slowed down in many other countries where no antiinflation controls exist After one full year of the antiinflation program teachers have no more faith in it than they had originally As result OTF is encouraging all teachers in Ontario to take an interest in the protest activities focussed on October 14 1976 and to participate actively in those which take place outside school hours TF is continuing to press the federal and provincial governments to make the law more fair in appearance and in application OTF is participating with the Canadian Teachers Federation in longrange program to develop viable alternative to the current program In protesting these antiinflation controls and in developing longrange alternatives to them OTF is acting as concerned and responsible organi zation in democratic society We urge you to do the same ROSS ANDREW President Make your voice heard on October 14 in opposition to the Governments discriminatory AntiInflation Act Bill C73 OFF ONTARIO TEACHERS FEDERATION 100000 Strong wm v7
