outlined them two weeks ago He issued statement Wed nesday stressing that his ac ceptance of the plan to to tran sfer power in Rhodesia to the black majority from the white minority within two years was conditional on all the other par ties also accepting the pro posals The statement followed speech by British Foreign Sec retary Anthony Crosland to the United Nations this week saying that the proposals were on the table for negotiation and the conference had no limiting factors The conference is expeected to be held soon although the date location and makeup of delegations have yet to be an House calls could cut death toll TORONTO CP Deaths from heart attacks the No killer in the Western world could be reduced almost by half if family doctors made emer gency house calls says South African doctor Dr Joseph Levenstein family doctor and researcher at the University of Cape Town told an international con ference of family doctors Wed nesday that most heartattack deaths occur within four hours of the first chest pains He said twoyear ex periment involving 129 Cape Town family doctors found that if doctors rushed to all patients who called to complain of chest pains and gave them mild drug to sto arrythmiairregu lar heart eatthe patients chance of survival would be al most doubled About 40 per cent of the people who have heart attacks die most of them before they get to hospital Dr Levens tein said By convincing fam ily doctors to go right to the patient with chest pains weve cut this death rate to 23 per cent Dr Levenstein said about 500000 Americans and 50000 Canadians suffer heart attacks each year MAJORITY HAD ATTACKS He said 60 per cent of patients who called doctors par ticipating in the Cape Town study were suffering from heart attacks The others who had false alarms but were ven the mild heart drug suf gred no adverse effects The house calls turned out to be less inconvenient than ex pected He said an doctor with 2000 patients could expect four drawing up of the new con stitution But leaders of Rhodesias di vided black nationalists have indicated they want the confer ence to have constitutionmak ing powers USED EXACT WORDS Smith said that he used the exact words requested by the US government in his state ment two weeks ago accepting the AngloAmerican proposals The plan was put to him by State Secretary Henry Kissin ger The proposals were pre sented as package deal which would have to accept or reject in its entirety and was assured that if accepted no new demands would be made Smith said Government sources said prime reason why Smith agreed to the plan was that it allowed the new constitution to be drawn up in Rhodesia by Rhodesians Smiths announcement two weeks ago said the council of state with nonvoting white chairman and equal numbers of black and white members would have ultimate power in the interim government Black nationalist sources however do not accept that the councils chairman should be white They also dispute challenger may have scored points in impact with the voters An instant poll by the Roper organization gave Carter the edge In their first television debate in Philadelphia on Sept 22 Car ter showe nervousness This time in the San Francisco en counter Wednesday he was more at ease and more aggres sive accusing Ford of leading the United States into weak ness While Ford repeatedly main tained that Carter was in correct and really didnt know the facts the former Georgia governor accused the Republican president of distor tions and inaccuracies ABDICATES ROLE Carter maintained that in for eign affairs Ford had virtually placed the presidency in the hands of State Secretary Henry Kissinger At another point he said The Arabs have put pressure on Mr Ford and he has yielded Ford scored points as well with vigorous defence of his administration and claim to US superiority over the Soviet Union in the Middle East But American voters may have sharper recollections of gasoline restrictions when the Arabs imposed an oil embargo three years ago FIRM STAND Another Arab oil embargo such as that which brought this country to its knees would be regarded as an economic declaration of war the chal lenger said It was phrase he used more than once There was confusion among observers when Ford bringing up the EastWest Helsinki con ference on detente attempted to portray Eastern European countries as not being under the domination of the Soviet Union Ford pointed out that the Vatican had signed the Helsinki agreement and that nobody would suggest the Pope was selling out eastern Europe Car ter has made this charge again st Ford Carter replied that he thought he was opposing Ford not His Holiness As to whether the Eastern countries were under Soviet do mination Carter may have scored again when he suggested Ford ask Polish and Romanian Americans how they felt on the subject Ford repeatedly referred to the record of United States achievement in the world sometimes in way that seemed almost defensive RINGING PIIRASES Carter came back with phrases designed to stay with the viewer and the listener as he referred to our people strong once again and said the US must be beacon for nations which search for peace and called for quiet strength based on the integrity of our people Ford appeared grim and rumpled Carter continually smiled and gestured There were faint echoes of John Kennedy rhetoric as Car ter summed up by asking of the future Will it be nightmare world Will we have government of secrecy Ford hit hard at Carter criti cism of US arms sales espe cially to Saudi Arabia and Iran pointing out that these coun tries were allies needing US help to maintain their internal integrity SUCCESSFUL POLICY He said US foreign policy has been success based on the highest moral standards and said that the US is trusted throughout the world Ford and Carter traded statistics in the area of the ar ms budget The president however may have made telling point by constant reference to his two years of experience in foreign policy matters Carter answered lamcly that nobody has long experience in foreign policy except prcsi dent ora secretaiy of state food dyes OTTAWA CP Canada has no immediate plans to ban certain food dyes which United States government agency recently ruled may pose possible health hazard The federal health depart ment said Wednesday available information suggests no serious hazards either in Ponceau SX red food dye also known as Red No or in Carbon Black The US Food and Drug Adminis tration FDA banned both Sept 22 The department said in news release the tests on the basis of which Ponceau SX was banned in the US were in conclusive It said the tests carried out on dogs number of years ago involved large dosages and did not elicit effects which would justify an immediate action any more than when the study was first reported The FDA said the dye used in maraschino cherries and other roducts may cause urinary ladder polyps and atrophy of the adrenal glands As for Carbon Black used in black jelly beans and licorice the Canadian health depart ment said the information available suggests that there is no public health hazard requiring immediate with drawal of this coloring agent from Canadian use The health department said in its release it issued trade letter on July 16 to food com panies and chemical manufac turers requesting information identifying products which con tain artificial coloring and jus tifying present levels of use similar letter will be issued shortly to the pharmaceutical and cosmetic industries The department said it plans to use this information as well as world scientific knowledge to develop list of coloring agents permitted in food drugs and cosmetics Damage
