Barrie with large units and underground parking thats the plan of Victor Sabin developer Mr Sabin wants to change site plan the city agreed to with Lou Kozlov of Chez Belle De velopments Ltd Mr Sabin is trying to buy the fiveacres from Mr Kozlov Mr Kozlov wanted to build 1rstorey 93unit condominium apartment building on Kozlov Street south of Heather Street But says Mr Sabin con dominium apartments are not selling in the city and there is market for rental units He said the estimated cost of the building is $3 million and it will be better designed than the Kozlov proposal which used
