Examiner Staff Reporter TORONTO The Ontario Federation of Agriculture OFAt has been struggling in recent years to come with satisfactory method financgt ing its operation and the struggle is far from over The subject was discussed at the monthly meeting last week of provincial directors of the OFA in Toronto Ralph Berry first vice presidcnt of the OFA and chair man of the organization plann ing committee accused Peter Hannam OFA president of not supporting committee pro posal to finance thcFA Hannam told the 70 directors and representatives of farm organizations at the meeting that he had been non com mital up to this poitit regar ding the matter The committees proposal was that mandatory levy be placed on all farmers The levy would be used to financially assist farm organizations Each farmer would have choice as to which general farm organization should receive his levy The committee felt the assessment for real property tax was the most feasible base for setting the levy Any farmer who in all conscience felt it wrong to contribute to any general farm organization might request that his coiitribu tioii go instead to approle agricultural research Herry said Herry said the proposal resulted from two basic points agreed on by the commit fee The OFA needs not only to maintain its priscnt level of ac tivity but to increase it Yet it is most probable that the present method of funding through voluntary farm meinlwrship will be unsatisfactory within natter of years Herry said Secondly it is politically not feasible to attempt another caiiipaign lot levy that is nandatory on all farmers for single farm organiation Farm support and political support artlackiiigfor this method terry said the proposal had no strong support from our own executive and our own president and that it had received fair amount of enticisiii from counties atid in dividuals What he has heard from peo ple about the projmsal has buii negative Hannain said have passed this informa tion onto the committee so maybe it has appeared as though was against it have not seen an over whelming commitment or sup port for this projmsal and without this know it will not work Hannam expressed his con cern that the proposal if brought into effect would change the illik from voluii tary flltnllittslllp organiation toa mandatory one Also he added would draw on MFA resources to campaign for support to point which The ftlI itanadian National Exhibition Shield was won by Eric Lesperance Elmvale Runnerup is lvan Miller of Hillsdale The shield is award ed to high judge in the novice section The 4H tion SUPPORT III Full support of the proposal was given at the OFA annual convention held last November The organization planning committee was given authority to present the proposal to the farming community during the coming year But it never really got to the farming community Berry said the committee felt without wholehearted support by county federations and the WA executive the effort to sell the plan to individual farmers would be in vain representative from the Ontario Egg Marketing Board told the gathering that zoo to 250 members of the board give full support to vote to remain at filiated with the FA each year Ron White member of the committee and OFA executive said he would like to see this proposal set aside and have the committee work on plan to br ing financing to local organiza tions who can then bring many more farmers into the member ship They need funding at the local level to carry on the work they want to do lliitcsaid Alvin Kromos another ex ecutivc member said he has always felt the WA should have the money to hire the resource people to do the jobs which need to be done But with the type of support We anticipate we have think weve gone about as far as we can go In our lobbying power and prestige we are close to thetop and fairlyeffectivc IUHJC PROPOSAL The committee made recoinmcndation to the meeting asking that the pro posal for mandatory levy on
