people Both Republican Ford and Democrat Carter planned to spend the day in much the same way resting from hard sessions of preparatory cramming along with flights to Philadelphia where the debate begins at930pm EDT The two have spent weeks preparing for tonights debate the first of three Each has studied thick briefing books Ford has rehearsed with standins who threw questions at him and criticized his an swers Carter has crammed mostly in solitude Not since 1960 when John Kennedy and Richard Nixon de bated have two presidential candidates met in faceto face exchange of views Political scientists still discuss what effect the KennedyNixon debates had on the outcome of the 1960 election won by Ken nedy Carter has said he doe5nt be lieve the 1960 debates led to dramatic shift in voter senti ment and he doesnt expect his meetings with Ford to be the decisive factor in the election WATCHED DETAILS Carter aides were obviously anxious that Ford appear alongside Carter devoid of the trappings of presidency he has never won Fords representatives wan ted the presidential seal to ap pear on the front of his podium Absolutely not said the Carter representatives Carters people lost their attempt to require that the candidates be addressed as Mr Carter and Mr Ford to avoid having Ford referred to as Mr President Carter had said during the primary campaign that he to sponsor the debates leaving them open for coverage by broadcast networks without the need to grant equal air time to other candidates Representatives of former Senator Eugene McCarthy of Minnesota an independent can didate for president and Tom Anderson the American party nominee went to court with claims the arrangements were aimed at evading the equal time provisions of federal com munications law OPPOSE DEBATES McCarthy wants court or der forcing the league to in clude him Anderson wants the debate halted US District Judge Aubrey Robinson rejec ted their petitions but they have appealed Edwin Newman of NBC will serve as moderator of the first debate On the threemember panel of questioners will be James Gannon of the Wall Street Journal Elizabeth Drew omerank Reynolds of ABC The fli of coin determined that the irst question will be di rected at Carter Questions will alternate between candidates from then on The candidates will have three minutes to answer ques tion The panel may then ask one followup question which the candidate has two minutes to answer His opponent then has two minutes for his com ment Each man will have three minutes for closing statement with and stores in On tario have ratified collective agreement that gives fulltime employees total weekly wage increase of $42 in twoyear contract Under the terms of the con tract the fulltime employees will receive an increase of $22 week in the first year and $20 week in the second year Parttime workers will get in creases of 50 cents an hour in each of the two years About twothirds of the companys employees work parttime The agreement which pro vides total package increase of 121 per cent in the first year also makes improvements in pensions The company will implement eight cent of the increase
