WASHINGTON AP The Carter administration in an ac tion designed to dramatize its commitment to human rights is recommending cuts in United States foreign military aid to Argentina Uruguay and Elli iopia because of concern that those countries are abusing their citizens rights The treatment of political prisoners is an issue in all three countries whose governments are militarydominated The cuts revealed by State Secretary Cyrus Vance on Thursday involve millions of dollars but only Uruguay would be completely cut off fromUS military aid At the same time Vance told Senate appropriations sub committee that the adminis tration has decided not to cut aid to South Korea despite deep concern over the treat ment of dissidents there We believe it would be mistake to cut the required eco nomic assistance despite the fact that we have deep con cern regarding the human rights situation in South Korea Vance testified SE LRITY AT STAKE We must balance political concern for human rights against economic or security goals said Vance ile said humanrights prob lems in foreign countries will not automatically result in aid cuts Congress must approve the foreignaid cuts recommended by the
