NEWS ROUNDUP Ottawa payout record despite cuts of millions OTTAWA CPI The federal government announced plans Wednesday to slash millions of dollars from oil sub sidies to poorer provinces unemployment insurance payments and health and welfare spending but said it will still pay out record $4512 billion in the 19Ti 78 fiscal year The total payout an increase of seven per cent over ex pected spending of $42 15 billion in the year ending March 31 reflects the governments commitment to restraint Treasury Board President Robert Andras told the Com mons The only major new spending in the estimates was $2865 million for direct job creation and manpower training measures announced late last year But the estimates also include cuts of $3255 million in jobless benefits at time when total unemployment is at levels unprecedented since the depression of the 1930s Spending by the energy department and its agencies will also drop by about $500 million because of cuts in subsidies to the five eastern provinces which now depend on highcost imports Consumers in Nova Scotia in particular have been hit by skyrocketing energy costs in the last year The government plans to reduce its health and welfare department spending by two per cent With an annual budget of over $10 billion the department Iias the highest payout of any government agency But the estimates met criticism from opposition parties in the Commons The Progressive Conservatives said the ap parent government restraint was largely because federal of ficials had pushed their responsibilities over to the pro vinces The New Democratic
