approval to increase their monthly fees to subscribers by 75 cents the Canadian Radio Television and Telecommunications Commission announced Monday The RT has agreed with both Barrie and Orillia Cable TV Ltd that the increase in monthly fees from $525 to 56 will cover additional costs to the company of providing subscribers with the programming broadcast by Buffalo Television Station WG and WHEN The new services will be provided through the northern microwave limited cable television network instead of offair and pickup The $10 installation fee charged in both communities remains unchanged Hydro Peak expected today Hydro demand at 520 pm today is expected to soar above that of December when brownouts were enforced for an hour to handle overloads Ted Johnston public rela tions officer for the Georgian Bay region of Hydro said cold temperatures will lead to an alltime peak today He said however there will be no voltage reductions in ef fect Mr Johnston said an Ontario Hydro reserve of one million kilowatts and two generators at the Nanticoke thermal gen erating station restored to qaeration Saturday will handle the excess load This is the peak week of hydro demand during the year according to Mr Johnston because of the shorter hours of daylight longer shopping hours cold weather and Giristmaslights The peak will drop off sharp ly Friday afternoon he said when industry closes down and people stop work for the holiday weekend Todays peak will be 16175000 kilowatts in Ontario an increase over demand on Dec of 15939000 kilowatts The overload Dec resulted in three per cent voltage cuts throughout the province and the shutting down of industries paying lower rate in return for interruptible service in emergencies Mr Johnston said no efforts are being made to manslaughter appeals OTTAWA CP The Su preme Court of Canada refused Monday to hear two man slaughter appeals that touch the issue of whether death is an event or process It rejected without giving reasons the appeal ap lication of Clifford James Kitc ing and Louis George Adams now ser ving manslaughter terms for the July 1975 killing of Donald George Junor in Winnipeg Evidence at their trial in dicated that Mr Junor had passed out at dance hall and that Adams bouncer and Kitching carried him out to the street taxi driver testified that they dropped his upper body from height of about four feet Mr Junor was taken to the Health Sciences Centre where doctors determined he could not survive the brain damage They received his mothers per mission to take his kidneys for atransplant Later Mr Junor suffered cardiac arrest but his bodil functions were maintained wit an artificial respirator The respirator was turned off after the kidneys were removed and Mr Junors heart continued to beat for 13 minutes death certificate was made out after theoperation jury found Kitching and Adams responsible for the death and judge sentenced Kitching to four years and Adams to five because he was the Christmas story We really had to hunt to find book with the complete story of the first Christmas Parts seem to be missing from many One for example made no mention of the three kings she said for annex ation of whatever lands Barrie gets from sur rounding townships Alex Arrell chairman of the Ontario Municipal Board hearing into the citys annexation application said Monday And land annexed on that date could in clude as much as 4300 acres the city has not Examiner Staff Repo applied for The hearing was adjourned Monday pro bably until May or June while opponents of annexation seek judicial review of questions concerning the status and propriety of letter from Ontario Treasurer Darcy McKeough laying down provincial policy on population growth in the area See story 13 The hearing will reconvene for one day Jan to set date for resumption of proceedings Mr Arrell said after the adjournment Jan 1978 is the logical date for Barrie to take over whatever lands the board grants The city has applied for 20000 acres from three adjoining townships all of which op pose the application Under the Barrie proposal the city would get 13500 acres from Innisfil Township with western boundary running one lot west of the townships Fifth Sideroad But Mr Arrell said during Mondays ses sion the boundary should lie mile and half west extending city limits to the present InnisfilEssa boundary CREATE PROBLEMS He said the citys proposal would leave tongue of land in the township which would create fire protection problems because it would be difficult for Innisfil trucks to reach the area and the city might be unwilling to counterpro Townshi area protect property outside its boundaries If the citys proposed southern boundary the midlot line of Concession is accepted by the board moving the western boundary as suggested by Mr Arrell would give the city an extra 4300 acres Part of this area is included in Innisfils sal which extends west to the Essa boun ary and south to the Midlot line of Concession 12 Mr Arrell said residents of the 4300acre area will have to be notified before the hear ing resumes next spring Also to be notified are residents of about 600 acres in Vespra who are not in the citys proposal but wou be included in the Innisfil counter proposal and about half dozen landowners who want their lands added to the annexation SPECIAL ELECTION Mr Arrell said special election would pro bably be set for December 1977 to elect representatives to Barrie city council from annexed areas The new members would have oneyear term since regular elec tion is scheduled in December 1978 Other issues to be addressed include in tegration of annexed areas into the citys ward system and creation of an urban service area Mr Arrell said Urban service areas are set up so that only those who actually receive such urban ser vices as sewers and piped water pay taxes for them Mr Arrell said an urban service area should take in only those who already have such services and those who will receive them within maximum of five years He said he would prefer to see the area limited to those who will have services within three years Now believe at least 72 from
