veteran who spent the last two years as finance committee chairman led the polls in the race for Ward 1s three council seats Aid Arthur with 3331 votes was also the top votegetter among aldermanic candidates across the city Also elected in the ward were Fred Ruemper newcomer to council who nar rowly lost his bid for seat in 1974 and incumbent Nelson Garrett Mr Reumper had 2468 votes Mr Garrett 2188 Alsorans were Henry Ver straten with 1621 votes and Chris Kaszuba with 1201 The wards third incumbent George Harper did not seek reelection CRITICAL ISSlIZ In an interview at City Hall Monday after most of the votes were tallied Ald Arthur cited financial problems brought on by the citys annexation bid as the absolutely critical issue for the coming term The annexation bid grew out of provincial policy to direct growth away from Toronto he said and though he agrees in general with the policy he wants to make certain the pro vince pays its share of the WARD TWO Veteran aldermen Del Cole and Ed Thompson took the first two Ward seats by com fortable margins Monday and newcomer Bill Knowles edged out Charles Style another firsttime candidate for the third seat Mr Knowles pulled ahead of Mr Style after 10 of 25 polls were in and finished with 2039 votes to Mr Styles 1850 Ald Cole led the poll with 2502 and Ald Thompson had 2444 in the fourman race The wards third incumbent Ald Jim Perri did not seek re election Ald Cole sevenyear coun cil veteran said being an in cumbent was help to his cam paign especially in year when so many incumbents had stepped down think the mittees recommendations im plemented in stronger form than they have been so far In particular he said he wants to see the city insist on some no frill housing from developers Its matter of getting the builders to build the kind of housing that people want and can afford he said Its go ing to require something tougher than recommendations from council He said condominium town housing has been annexation application as major task for the new coun cil Mr Knowles said he hopes to see decisive action on issues which were held over from the current term for settlement by the new council Lets act on them its our obligation to act right away homes could be made just as cheaply and would sell better GOOD COUNCIL Ald Garrett sevenyear council veteran said the elec tion gives Barrie very good wellbalanced council which should make good progress He said settlement of the annexa tion application and getting direction from the provincial government on industrial growth are top priorities Mr Verstraten noted that his unsuccessful campaign was based largely on improving park and recreation facilities and more efficient control of funds in that area It appears that people arent too concerned about that particular aspect of our city government he said He also referred to Aid Garretts long service on council and Mr Ruempers tremendous cam paign as factors in the out come He said running in 1978 is large question mark Mr Kaszuba said today he will definitely try again next time and will campaign door todoor which he lid not do this year He said he considers his vote total personal success in view of his short time half year of residence in Barrie hesaid He also called for much more agressive direction in seeking business and industry for Barrie for extension of park development to Mulcaster Street without the road which has been proposed along the lakcshorc from Bayfield to Mulcaster and for clearing up traffic problems on Bayfield north of Highway 400 probably election leading the polls in Ward with 1963 votes The other two spots went to incumbents Janice Laking with 1729 votes and Ernie Rot man with 1657 Last in the fourman race was Bob Dennis with 950 The wards third in cumbent Ald Val Brucker switched targets and won seat on the Public Utilities Commis sion Im very pleased that the people of the ward have that much faith in me Mr Stephens said at City Hall after his victory was assured AN OVERVIEW He said he hopes to keep close contact with residents of his ward and also serve an aldermanatlarge to look out for the wellbeing of the en tire city He his last From my canvassing got the idea there was quite bit of discontent in the ward but it didnt show up in the vote he said dont know what working man would have to do to get elected in this town Mr Dennis said he will seek rcclection as labor council president in January WARD FOUR One ward in Barrie elected more than one new aldermen to city council Ward4 Voters were forced to select two new aldermen to replace Ald Paul Wessenger who is retiring from city council and Ald Ross Archer who made successful bid for the mayors position Ald Bill Campbell the only remaining incumbent was re turned for another two years with 1752 votes 448 votes more than second place finisher Ron Lynch and 584 votes more than third place finisher Gordon Mills Two other candidates Phil Sauve with 979 and Barrie Boisclair with 789 trailed the field Ald Campbell said he was surprised at his results in the election but is really pleas ed The answer to the whole thing is to get out and meet the Public board stable changes on separate The public school board will look much the same for the next two years but the separate school board will have new faces In the separate race Joseph Klein Gebbinck 6218 votes or 4219 per cent of the total 14148 votes cast The other two candidates Willard Kinzie and incumbent Dorian iarkcr trailed throughout Mr Kinzie finished second with 4090 or 28 per cent while Mayor larker had 3889 votes or 271 per cent nearrecord 587 per cent of the 24087 voters turned out Monday to choose one mayor thrcc aldcrmcn for each of the four wards two public utilities fending off strong challenges from former rccvc George Bur ton and former deputyreeve Don Koopmans IT WAS CLOSE RACE FOR REEVE HBBINS newcomer Bill Knowles 2039 The fourth candidate Charles Style had 1850 votes Former city alderman Ross Stephens led the Ward polls with 1903 of the 6239 votes He was followed by incumbents Ald Janice Laking 1729 and Ald Ernie Rotman 1657 Robert Dennis got 950 votes In Ward Bill Campbell the only incumbent seeking re election took 1752 of 5962 Ron Lynch got 1304 and Gordon Mills 1188 Iwo candidates were defeated Phil Sauve former alderman with 979 votes and Barrie Boisclair 739 The public utilities commission election was led by Ernie Alexander with 7834 of the 22266 votes cast Ald Val Brucker took the other commission spot with 7259 votes The two other candidates incumbent Jansen had 4882 and Iaude Watt 2291 The Simcoc ounty Board of Education trustees for the city will be Dr Allen Fisher with 7548 of the 27896 votes The other trustees are Betty Thompson 7267 and Bill Straughan 6850 Rev Robert Boden got 6231 votes Barries Simcoe County Roman Catholic Separate School Board trustees are John Brennan who had 1090 of the 3724 ballots cast Ross Saunders with 732 votes and Tony Decarie with 675 are also trustees The other candidates for the positions were Hazel Carson 503 Iair Moreau 494 and Marcel Moreau 230 Gibbins Constable reelected The two races were so close that no one could predict the winners until the results from the final polling station were known Mr Gibbins defeated Mr Burton by 135 votes polling 2808 to2678 for Mr Burton Former deputyreeve Koop mans gave Mr Constable bat tie all the way finally losing by only 75 votes Mrs Constable received 2056 votes Township councillor Grant Andradc finished third in the deputyrecve balloting with 1381 votes In the contest for reeve Mr Burton jumped to an early lead but was unable to hold on After 10 polls had reported he trailed Mr libbins by 93 Mr Gibbins increased his lead to 249 votes after 22 polls reported but fell back to his winning margin The deputyreevc race was so close that it literally kept the two leading contenders for the position on the edge of their seats through the latter stages of the ballotcounting When the results of the last poll were posted Mr Constable ieapt from his chair his right fist raised in jubilation Mr Burton speaking to over 200 township residents at the Stroud Community Centre where the results were made public said he would probably not seek office in the township in the 1978 municipal election By the time the next elec tion comes around he said Im afraid Ill be resident of Barrie Mr Gibbins said he was happy to see majority of the old council returned by the voters and is looking forward to the next two years The Monday in cap turing seats on the 197778 In nisfil Township Council The result of the council balloting was never in doubt as it appeared from the start that Mrs Jans would be the runaway leader with Mr Young comfortable second Coun Tipple had close fight with fellow incumbent John Cowan in the early going He picked up strength however as the results came in and finished 592 votes ahead of Mr Cowan Mrs Jans who said she was surprised by her strong show ing at the polls did not want to think that she won because she was the only woman on the ballot She said she hoped the voters supported will automatically sit on the commission Mr Brucker with 7259 votes soundly defeated incumbent Jansen who had 4882 and former commissioner Claude Watt who had 2291 Mr Alexander noted in an in terview after his victory was assured that the PUC will get the benefit of its two new members experience on city councils public works commit tee Mr Archer has spent eight years on the committee the last four as chairman and Mr Brucker was vicechairman for the past four years admitted that he was surprised he managed secondplace finish He thought that he had become wellknown in the township when he operated grocery store in Stroud but he did not feel that he made significant impression on the voters at any of the all candidates meetings during the campaign because he said Im not very good generally an overall swing to the middleof theroad approach which was offering the people Thats the type of person am Mayorelect Ross Archer summed up the results of Mon days municipal election with these comments The 49yearold city alder man in quiet unassuming manner stood watching the final polls give him 2117 vote lead in the mayoralty race Im not flamboyant per son he said never pro mised the voters the moon and think will be able to meet any promises made Mr Archer who is com pleting nine years as can alder man in Ward said he was sur prised and shocked at the final results in the election He said he felt ground swell during the last week which indicated he would win but with only 200 to 400 votes separating the three candi dates never dreamt Id be look ing at 2200 vote lead he said figured it would be very close Mr Archer entered the coun cil chambers at city hall amid shouts cheers and thunderous applause As the final 78th poll sent its results to city hall he won the election by 2117 votes over former mayor Willard Kinzie and by 2374 votes over incum bent Mayor Dorian Parker WANTED CHANGE cant attribute the mayors defeat to anything except the peoples desire for change he said Its really terrific Teamwork and organization he said were his most powerful instruments in this election These were the deciding factors in determining the winner he said cant say enough about the people who helped me he said Mr Archer circulated among the crowd filling the owned chambers shaking hands with most of the people watching the results He said he will spend most of today straightening up his refrigeration repair business want to talk to all the elected aldermen and make sure know how they feel he said will need council thats agreeable Mr Archer said he will ap point his striking committee to set the citys four standing committees public works city development finance and general government at the in augural meeting in January have not made any firm decisions on the committees and wont until after talk to the aldermen he said ANNEXATION Mr Archer said the first item of business for the new council is the annexation issue and set ting an official plan for any land the city acquires Were going to have to take long hard look at what well do and where well extend our services first he said Other major issues which have to be resolved he said in clude extending Centennial Beach and the road between Bayfield and Mulcaster streets and widening Bayfield Street north of Highway 400 to add left hand turning lane There are few minor things also including offering better service at city hall especially during the noon hour he said Willard Kinzie was the first mayoralty candidate to appear at city hall Monday night Entering the city council chambers he stood and looked at the municipal election results while one or two people clapped When he made his way to the centre of the room Mr Kinzie former Barrie mayor stood amid thunderous applause Its all over now As far as Im concerned Ross Ross Ar cher is the mayor he said Mr Kinzie finished second of the three candidates with 4096 votes or 289 per cent of the total 14148 cast It was his first defeat in mayoralty raceinthecity He was mayor of Barrie bet ween 1957 and 1961 Mr Kinzie blamed CKBBs popularity vote one week before the election as the ma jor reason he was defeated dont know what effect CKBBs poll had exactly he said What was never pub lished is that only 75 people votedinit He said the radio station only used percentage figures to in dicate how many votes each candidate received The results were Ald Archer 42 per cent Mr Kinzie 34 per cent and Mayor Parker 24 per cent MrKinzie said Ald Archers apparent sweep of the election is an indication Barrie voters wanted change in the may oralty figure But he said the voters de cided to go with middle of the road candidate and elected Ald Archer Im noted for getting things done very very quickly he said It could be that the voters did not want that radical of change at this time THE YOLTH VOTE Mr Kinzie said his strong hold in the election was the youth voters while the other candidates picked up the middleaged voter was able to relate to the youth he said He said he does not intend to make an official retirement statement from politics be cause never retire Its just one adventure after another he said dont know what Ill do next but whatever do it will be really exciting and real adventure Mr Kinzie said there is possibility he will go to the west coast for hiking excursion After four polls Mr Kinzie trailed Ald Archer by 58 votes but he fell far behind after onethird of the citys 78 polls had reported with 1163 com pared to Aid Archers 1811 votes At the half way mark with 39 polls in Mr Kinzie trailed by almost 1000 votes with 1969 and by 908 pm with two thirds of the pollsreporting he was far behind with 2695 or 1316 behind Ald Archer DORIAN PARKER Mayor Dorian Parker her voice quivering as she fought back hint of tears looked at the election results and said have no regrets fought clean fight she said The mayor finished third behind winner Ald Ross Archer and former mayor Willard Kin zie in Mondays municipal elec tion in Barrie She had 3889 votes or 271 per cent of the 14148 cast The reason for her defeat she said was the smear tactics used by the other two can didates Two days before the elec tion there were rumors that was withdrawing and throwing my support behind Archer she said wouldnt throw my support behind Archer if he was the last person running Mayor Parker said if she had withdrawn she would have let her supporters pick their own candidate The mayor said other dirty tactics used in the election were the phoney CKBB popularity vote and the phoney all can didates meeting at the Cana dian Tire Store Saturday She said she ran lowbudget campaign against two well known businessmen never had any of the big contributors that the other two had she said Im willing to reveal all my financial in formation as on II its available NEVER IN CONTENTION The mayor was never in con tention as results started to pour into city hall from the 78 pollingstations After the first four polls reported she trailed with 134 votes When onethird of the stations reported in Mayor Parker had 1104 votes compared to 1163 for Mr Kinzie and 1811 for Aid Archer Mayor Parker said the deciding factor for many voters in this election was the per sonalin of the candidates She said she is not always popular with voters because she makes decisions the way they should be made Ive always tried to be honest she said Ive never made decisions to get votes but think thats whats been doiiehere Mayor Parker said the ma jority of people have elected Ald Archer to office and can now expect higher taxes with more city spending for needless services She said next years council will be controlled by the business interests in the com munity and not the people At least when was in the chair ran the city she said Now it will be the city ad ministration and the Chamber of Commerce Just look at whose elected mayor THIRD ATTEMPT This was the mayors third attempt at the position She was successful in 1972 against Ald Del oie and Frank Her sey Mayor Parker had 38X votes or 417 per cent of the total 9120 votes cast Ive got nothing to be apologetic about Mayor Parker said Im proud and honored to have served as mayor for four years and alder man for seven years represen tingWard4 The mayor said she was sur prised by the results adding the new voters in the city and the vicious rumors she is antigrowth anticommuter and antitownhouse con tributed to her defeat Im not going to jump off the end of the dock because of the results she said plan on taking nice long holiday
