key federalprovincial cost sharing agreements background paper pre pared by the Quebec delegation to the talks shows the provinces agreed Oct 20 and 21 on an ap proach to the talks 0n the table are $8 billion of shared agreements covering key social welfare areas such as hospital care medical in surance and education as well as other tax transfers to the provinces covered by the Fiscal Arrangements Act that expires March 31 Ottawa has proposed changes to the financing of several of these programs offering the provinces more taxing power and grants to replace current dollarmatching arrangements for the social welfare pro grams The Quebec papers show that Ontario and Saskatchewan led the provinces in devising counterproposals during the summer to those made earlier by the federal government Eventually they agreed in Oc tober on common position to take at the current talks Jacques Parizeau finance minister in Quebecs Parti Quebecois government elected Nov15 said he agrees with the
