The Barrie Examiner Thursday November 25 1976 SPORTS CORNER Ambitious plan confronts OTC By RANDY MCDONALD Examiner Sports Editor Twentythree briefs made for long evening at the on tinental Inn Tuesday It was pushing the midnight hour when the Ontario Trails Council t0TCt cleared away the final lovminute presenta tion on recreational trail development An estimated 200 persons gathered in the Inns Willow Room in response to the OTCs quest for public input to search out provincial recreational trails program The public meeting was held to receive briefs by the diflt ferent public and individual agencies providing recreational trails in the county and surrounding districts It was the ninth of 15 such meetings to be held across the province this year by the 17inember council The sheer bulk of the briefs submitted sapped any chance of informal discussion and limited the evening to straight presentation with few questions by Council members widevariety of trail interests were represented at the meeting Snowmobiling interests dominated the program but voice was heard from canoe crosscountry skiing horseback riding and hiking to mention few The OTC has identified number of iiiiportantissues in the development of provincial recreational trails program Public use of provate land was one Council is investigating the provisions of incentives to Ian downers permitting public trails on their lands Council is also reviewing the legal responsibility of landowners with view to making appropriate recommendations to govern ment In brochure outlining the OTts aims and purposes there is section on trail requirements with the object being for the OTC to identify if there is need for new trails and the relative urgency among the various demands Other important issues include the studying of com patibility of the various trail activities Seasonal singleuse and multipurpose trails will be considered Council is also studying such variants as terrain climate and concentrations of pupulation as well as attmepting to identify important policy issues ilfflllll the planning and maintenance of recreational trails Trail users landowners and other interested agiiecies are being invited through public meetings to provide the oun ed with the benefit of their views on the development of provincial trails program William Coates planning architect from Guelph is chairman of the OTC He said Tuesdays turnout was one of the better ones to date Mr Coates said there were few surprises as many of briefs outline issues of common vein across the province Issues as of the Minesing Swamp Riders Snowmobile Club presented brief for Councils study Mr Mitchell emphaSized that it was the landowner who isresponsible for the present public snowmobile trails system and not the Ontario government or the Trails ourr cil Without the landowners consent there would be no trails to speak of in Ontario said Mitchell The small trail system we now enjoy is because the landowner is con siderate an Joe Public is concerned nothing more You are not interested in money you say only trails Trails cost money It is not my intention to put down any trails organization But ladies and gentlemen be fair How does crosscountry skiing trailbikes hikers horseback roders and many othr uses support trails system he said Mitchell said snowmobile clubs were more than paying their way We when it comes to snowmobile trails are the profes sionals We have the ability the know how we have the desire and drive all we need is the monetary support from the provincial government to fulfill our needs he said There were landowners present at the meeting and not all were in favor of having trails across their property Wayne Russell landowner in Midhurst presented brief on behalf of the Huronia Snowmobile Association HSA in which he cited no problems in his dealings with snowmobilers crossing his land He said he has found no damage to his property or fencing surrounding it Because of the manner in which they approached me for permission the proper care of and cleaning up after the season was over will continue to allow them to use it he said number of the briefs zeroed in on the abandoned railway line from North Cowell in the south through the townships of Vespra F105 and Tiny to Penetanguishene in the north The railroad has been abandoned from Hendrie Station north to Penetangushene and the tracks and ties removed There were arguments for and against converting the 66foot wide strip of land covering approximately 25 miles into recreational corridor Lorne Wilson chairman of the Land wners oirimit tee told the OTC that Linear Park was not feasible or ac ceptable by abutting land owners He said over 200 different parcels of land were affected by the rightofway Some of the reasons against the idea of Linear Park were the responsibility of the owner for future fencing drainage and weed control who would be liable for damages caused to surrounding properties and policing rightofway fire danger trespassing noise and garbage pollution Mr Wilson said landowners may be subject to liability for injury to person trespassing onto their adjacent land He said the rightofway passes through areas that are suitable for roadway expansion especially in Tiny and areas for parks in the different municipalities He also indicated that in the good farming areas the lan downer on majority feel they would like to be able to purchase back their original property Another brief emphasized the danger of the rightyofway being turned into recreational trail Basisof this argument centred the fact that the rightofway crosses many conces Sion township roads and highways Dave Brooks of Midland and Alan McLeod of Icnetang would like to see rightofway converted to recreational use Their suggestion to ban nonmotorized vehicles frorri the proposed recreational corridor was greeted with boos from some of snowmobilers in attendance Mr Brooks said valuable recreational land would be lost forever if the rightofway ws sold to landowners James Blow of RR3 Elmvale member of the lluroiiia Ridge Riders Equestrian Club was for converting the rightofway into recreational corridor Mr Blow said there was great need for this abandoned railway as far as equestrain interests are concerned He said that conservative estimate would place the number of clubs in
