company presi dent Randys firm Jumping JAC manufactures pegjumping game which features 14 wooden pegs and triangular piece of wood with 15 holes Randy and his employees hope to make 300 of the games and sell them doortodoor or through local merchants for $198 each In addition to Randy who makes $5 month as president Jumping JAC has five vice presidents for finance manufacturing personnel marketing and secretarial work and an assortment of workers who are paid 25 cents an hour plus commission on sales The company is financed by the sale of stock at $1 share It pays taxes rents its facilities and equipment keeps books holds monthly boardofdi rectors meetings and even has charter from the provincial government Jumping JAC and similar firm Number JAC are Junior Achivement companies thats what JAC stands for operating out of two classrooms and shop at Central Col legiate The two are part of an international lineup of similar companies all operated by youngsters under adult guid ance as part of the Junior Achievement program The purpose is to teach the kids how business operates by actually running business of their own says Bruce How ard Cooper Tool engineer who Howard who spoke on Junior Achieve ment at their school was little skeptical of it myself says Shaun who is in Zoning law breaking down Rick Jones tells plan board Barries zoning bylaw is not reliable planning tool says Rick Jones city planner Mr Jones told the Barrie planning board Tuesday the bylaw should be rewritten soon as possible The bylaw is getting old and becoming very complex he said Because it is complex it is beginning to break down He said the instances of the bylaw breaking down will in crease as it becomes more com plex But the planning board decided to refer the matter to the 1977 planning board The board has scheduled only one more meeting this year Dec 14 as social night Mr Jones said there are two possible courses to take to solve the problems in the bylaw He said the board could delete some of the existing zon ing controls or could start using impact zoning In report to the board he said the bylaw has reached the point where it is no longer reliable He said if it was revised in its present format it would not alter its essential unwieldiness which perhaps is its greatest weakness DELETE ONIROLS The board could simplify the bylaw by deleting some of the existing zoning controls he said As an example Mr Jones said the city does not need four residential zones for single family houses Zones to control development of small frontages lots are enough he said Larger lots with 55 or 60foot frontages will be developed as the demand and market die tales he said Mr Jones said the other pro blem with the bylaw is the Use of minimum standards for de District plan waste planner tells board Barrie planning board is not going to prepare major de velopment plan for Residential District The board adopted recom mendation Tuesday from the planning and development department to send brief policy statement to the ministry of housing The statement will explain the citys reasons for not preparing the district plan Rick Jones city planner told the board in report district plans are needless waste of time and energy They the lans add little but delay to tie planning pro cesshesaid The ministry told the depart ment he said the city does not have to prepare the district plan if it sends policy state ment The district plan is require ment in the citys official plan for changing stage land to stage Land in stage is considered not ready for development usually because city services of water and sewers are not available The stage land is ready for development Mr Jones said the policy statement could serve the same function and be prepared in shorter time District is in the citys east end and has about 200 acres of undeveloped land Last year the city approved two plans for Residentia Districts and velopment of vacant land He said superior approach is negotiable or impact zon ing This technique he said bases development on the envi ronmental physical and social capacity of the site and not predetermined zoning allow ance The utilization of impact zoning would not only ensure more rational development but reduce the frequency of re zonings he said It would eliminate the need for secon dary plan amendments Mr Jones told the board the two amendments are major changes and should be included in the citys new zoning bylaw In the interim would sug gest that the board adopt more flexible interpretation of existing zoning School Mayor Dorian Parker stress ed hers was not donothing government Ald Ross Archer came out for the people and businessman Willard Kinzie pushed for business and in dustrial growth While each was intent on re stating campaign policies the audience wanted to know about lakeshore development and Willard Kinzies business in terests Ald Archer and Mr Kinzie Archer under gun for snow plowing Snow plowing on sidewalks and roads became thorny issue at Wednesday nights mayoralty meeting when can didate Ald Ross Archer came under fire for public works department operations Bayfield St resident pre sent at the meeting sponsored by the Barrie University Womens Club at Hillcrest Public School complained snow plows going up and down Bay field were causing damage to private residential areas She said her family had fought and won case against the City of Barrie for damages caused last winter to front lawn and asked if the same problem would come up this year Ald Archer public works chairman admitted there have been problems both with small sidewalk plows and road plows in connection with damage to private property He said however the cost of removing snow rather than pushing into the curb lane was prohibitive and would be called wasteful by some residents With the snow falling so far this year we will be going over our budget estimates already hecommcnted When one woman claimed the claring of sidewalks was noth ing but an irritation he said it has historically been done in Barrie Mayor Dorian Parker spoke up in praise of the present stem as did planning board airman Graydon how he could perform as mayor with as many land and business in terests as he had Mr Kinzie said 800 acres referred to that he had owned south of Barrie were sold before the start of his campaign while he denied that company he has an interest in Kemp Bay Developments Ltd is involved in Vespra land being con sidered for annexation Other issues mentioned were jobs downtown parking and Bayfield roadway lighting stan dards set by the provincial ministry of transportation and communications as being too high and too expensive The criticism was made dur ing discussion between coun cil and three ministry represen tatives about councils request for street lighting on Highway 27 at Holly Earlier this year residents of Holly petitioned council for lighting after pedestrian was struck and killed on the high way at night They felt improved street lighting would prevent another accident Bob Hunter of the ministrys regional traffic control office in London told council that pro viding lighting to meet min istry standards would take 38 lighting units At an estimated cost of $2000 unit he said the total cost would be $76000 Those figures he added were based on lighting proposal prepared by Ontario Hydro NO SUBSIDY Mr Hunter also told council that the ministry would not sub Innisfil township council Tuesday night told delegation from the Lefroy branch of the Royal Canadian Legion that council must have more in formation about the Legions request to rent the former Le my school building before making decision Council said it must have more information on any renovations the Legion would make to the buildin but was primarily concernct that Le froy residents approve of the Legion branch moving into the former school building before decision can be made The former Lefroy school building was bought by the township earlier this month from the Simcoe County board of education for$1 Legion spokesman Kenneth Wilkinson told council that lanned renovations to the ilding have been estimated at $12030 though that figure is not fullyfinalized That figure he said includes $500 to replace broken windows and $2000 to install new sep tic tank to bring the buildings sanitary system up to health board standards All estimates he said are from businessmen and contraclt tors who are Legion members Mr Wilkinson said the Liquor Licence Board of Ontario LLBO will grant liquor licence to arrange public meeting in Holly and the ministry representatives agreed to come to the meeting BILL TIPPLE United Church told council it is opposed to the Le ion moving into the school buil ing because the Legion is commercial enterprise which gets most of its money from the sale of alcoholic beverages The church group said the site of the former school building would be better used for senior citizens centre or the land could be subdivided in to lots for houses There are times when decision must be made in favor of the minority spokesman Earl Gilmour said and we believe that this is one of them V1 government run by the elected with the administration there to carry out established policies she continued There is no way want the city run by management and administra tion Mayor Parker running for her third term against Ross Ar cher and businessman Willard Kinzie said similar council committee was established in Sudbury three years ago with good results Ten key department posts were discovered to be redun dant she said THREE MONTIIS Mayor Parker estimated the time the committee would need to come up with recommenda tions would be three months The issue arose when Mayor Parker commented during the initial stages of the meeting that she opposed present use of workmanagement system in city hall in the public works and parks and recreation depart ments The system which cost 540000 to implement and has another $6000 budgeted for this year for the final stages is three years old Under the system the workhour efficiency of each work crew and department is determined and any inefficien cy is spotted and erased through adjusted workloads Both Ald Archer and Mr Kinzie came out after the meeting attended by over 100 residents and sponsored by the Barrie University Womens Club in favor of some manage ment and administration system DORIAN PARKER Ald Archer pointed out just two departments in City Hall are now affected by the system and said Mr Tamblyn was ablyl running the rest of the administration He maintained the role of mayor over an administration is that of chairman of the board aware of what is going on in the administration and speaking out if city policies arent followed Mr Kinzie who has taken business management courses in the United States over fiveyear period said he was generally satisfied with the pre sent administrations organiza tion He Staff Reporter Three Barrie industries are being approached again this year by the Barrie Safety Association to sponsor free buses on New Years Eve MansfieldDcnman General Co Ltd Stock Bros Bus Lines Ltd and Canadian General Electric sponsored the bus runs for the last two years ac cording to association chair man Kerry Columbus The association sponsors the bus program as the major part of its Alcohol Safety Action Pro gram with buses running free on all usual routes from 715 pm to315am Its basically intended to keep drinking drivers off the road explained Mr Colum bus The association needs the ap proval of City Council before the program can be imple mented and will approach the city once support is found said Mr Columbus The safety program will start off with an opening luncheon ments Ltd to the planning an development department Planning board members said they are concerned about the overall planning for the area on the south side of Bur ton Avenuc east of Churchs Mobile Home Park The members suggested the city administration meet with land developers in the area and discuss an overall plan The Kenstone plan showed two entrancesexits on Burton Avenue with an internal de velopment committee Two weeks ago the board said it had two concerns about the plan cul de sacs on Vespra Township land at the end of Blue Jay Drive and Cartwright Dive and an 80foot radius tur ning circle at the end of Bal timore Drive Rick Jones city planner ex plained in report building permit restrictions will be placed on lots at the end of Blue Jay and Cartwright to provide temporary turning circles on property in Barrie He said the 80foot radius is needed on the Baltimore cul de sac to rovide pieshaped lots with 50 oot frontages If the circle was reduced to 75feet to meet city
