with regional government system chiefly on the argument it would increase taxes and mean more centralization of powers havent changed my mind at all he said notingthis con tinued to be the policy of the county council under his suc cessor Warden Orville Hughes There has been too much centralization in recent years he said stating he considered strong local government basic concept of democracy
