that time also pointed out that if health care costs were not checked the ap proximate $212 billion now spent on providing quality health care system would in crease to about $11 billion based on existing figures by 1984 Or to phrase it another way Ontario would spend all of its budget just on health care and forget all about all other human services Such prospect Would be absurd and equally FLIGHTS AFFECTED Ken Maley president of the 2800member pilots group said CALPA will not operate any scheduled or charter services within Canada The controllers recently ini tialled contract agreement Montreal lawyer chosen to head the inquiry resigned before starting his job The Quebec controllers and MP5 said Mr Keenan is biased against bilingual air control They noted he once worked for CALPA which is opposed to bilingual air control The search now is on for new commissioner or commis sioners to head the safety in quiry No announcement on an ap p0intment is expected before next week at least when Trans port Minister Otto Lang returns rom France where he is ob serving firsthand bilingual air traffic control in that country IS INTEGRAL PART The controllers have taken the position that ence the South African govern ment intends to turn all blacks of Xhosa tribal descent into citizens of the Transkei though they will not be forced to live there Many of them live in town ships around South African cities helping to keep the coun trys industry and commerce going They have never been in side the type of mud and need thatched huts strewn across the Transkei which has lZSmile coastline on the Indian Ocean The governments policy means in effect that the esti mated 17 million Xhosas living in white areas of South Africa will be regarded there as foreigners WILL BE EXPANDED their populations working in the area designated for whites which comprises just under 87 pjr ccnt of South Africas land mass This would leave over eight million blacks living in the white area as I7 million Af ricans are citizens of one home land or another The only people ultimately able to call themselves South Africans would be the whites who at present number about five million and perhaps the Coloreds mixedrace people and Asians whose destiny has still to be decided ALLOWED TO STAY The urban blacks will not be forced to go to the homelands They can stay on in the town ships travelling to and from the factories and offices in the cities but only as foreigners which resumably could be used to justify the continued dc nial of their political rights It is situation deplored by most blacks and many anti aparthcid whites Chief Kaiser Matanzima chief minister of the Transkei government which will rule the territory is at odds with South Africa over the citizenship is sue Matanzima suitable test for all drivers involved in all reported ac cidents or major traffic viola tions particularly if the police officer suspects alcohol abuse The conference also dealt with alcohol abuse in job per formance and any possible link between widespread abuse and lifestyle liquor advertising on radio and television The federal authority is planning an infor mation campaign on the hazards of stabilization plan Last week in the Legislature the agriculture and food minister Bill Newman made that committment reality when first reading of the new legislation was given The major purpose of this act is to remove the peaks and valleys in income suf fered by farmers for many years as result of unpredic table prices set in the market place for farm products Too often in the past farmers would have an excellent in come year followed by poor income year Yet the cost side of the farm operation kept going up and up for all equipment repairs and services fer tilizers feed and whatever other factors make farm enterprise successful one PROTECT FARME The essence of the new package means that the On tario plan will dovetail with the federal farm income stabilization plan and will help every farmer of every farm commodity in protec ting that farmer against very low market prices The provincial program will covcr all commodities for which no federal support is available except in those cases where prices es tablished by marketing boards are higher than the stabilization support level The Ontario plan mUSt not in terfere with the collective bargaining process already under way between pro ducers and processors of those farm products On the cost level the On tario plan calls for support at level equal to 90 per cent of the average market price for the previous years with any
