urirwxr PROPOSES ANNEle TIONHV STA GES McLean slams development strategy ORO STATION Staff Simcoe County development strategy could be carried out most effectively if done in four or five phases it was suggested by Oro Councillor Allan McLean Planning and annexations should be concentrated on the needs for the next five years not on what might happen by the year 2011 he asserted arguing that population pro jections for 35 years ahead at best was largely guesswork Annexations based on what IS required for development for five years was much more realistic than trying to make immediate dicsions on what might take place in the next century Joint planning for the future in the area around Barrie might be practical but annexations should be restricted to what is necessary for phase he suggested REGULATE GROWTH The former Oro reeve who is now serving his 11th year on council said too much emphasis has been placed on 3A zvrz couple of older par ticipants in the recent Elmvale bike rodeo have some difficulty man oeuvering OPP Sgt Mel Gattie and Lion Joe Dyer TRY BICYCLINGSKILL population projections and not enough attention given other phases of development mentioning for example the pro osed strategy which wou inevitably be involved to regulate growth within the terms outlined Protection of rime agricultural Ian and safeguards against pollution were two examples men tioned of key importance The overall interests of local people who are directly in volved should be our first con cern he said IDSS OF EVENUE The city of Barrie he argued had proposed taking in too much territory from neighboring townships It should be remembered this annexation affects every ratepayer he said pointing out for Oro it would mean loss of tax revenue which would have to be made up elsewhere Barrie ratepayers should remember they will be ex pected to finance city ser vices for the larger areas and this is likely to be costly for them he added mentioning police and fire protection sewers and water as well as other city services The city and neighboring townshi should get together and wor out joint plan on sensible basis which Would be as fair as possible to everyone he summarized CENTRALIZATION Turning to county restruc turing the former Oro county representative said action to streamline the administra tion which has been discussed at various times was past due But he warned that every care should be taken to see that changes are made in way to strengthen the democratic process at the area and local levels There has been too much centralization in recent years already he said stating this trend had its affect on the in creases in taxes Simcoe County council now has 53 members representing 33 municipalities Proposals have been made at times that the two cities in the county Barrie and Orillia should be asked to rejoin the county ad ministration One of the ma jor objections of the cities is that the present representa tion stem is considerably out of ine with tax levies and population would say they could reduce the membership to about 40 he replied when at tention was directed to dif ferent study reports of the past some of which proposed more drastic changes The county had held its share of the current tax rates to last years level for which the members deserved cre dit it was mentioned Born at rown Hill Coun cillor McLean has been time it was im possible to know that the abuse of alcohol would in crease at its present alarm ing rates It was impossible to know that the increase in the number of accidents among young people under the in fluence of alcohol would be so considerable Furthermore it was im ssible to uess at just how the en orcement of the uirements on the part of pa and taverns would be In his talks with the young
