art club annual meeting The SimcoeGeorgian Area Task Force report is highly intelligent document badly hampered by the lack provincial land use plan provincial opposition leader Stephen Lewis told the Sim coe Centre NDP riding association Wednesday He said an NDP govern ment would institute pro vincial land use plan within six months of taking office Mr Lewis also blasted this weeks oil price increase as humiliating defeat for Ontario and source of $40 million in windfall profits for oil companies ripped the provincial restraint program as shameful overreaction and said he is eager to fight an election on the issues dividing the NDP from the Conservative government He told an audience of 150 it is blessed shame that document as good as the task force report must operate in vacuum because of the absence of provincewide planning to designate popula tion rowth areas areas of farm and preservation and areas of ecological sensitivi ty He said bri ht adolescent with weeken project could have done better job than the province has done over the past decade working toward such plan We wouldn put up with it for more than six months he said of the situation There has to be land use plan in Ontario He said one function of such plan if instituted by the NDP would be preservation of near all class II and III farm and Such plan would also take much of the heat off local of ficials who without provin cial pattern to follow are forced to wrangle among themselves over deeplyfelt local issues he said He praised the task force reports suggestion that government encies pur chase farmlan near urban areas for rental to active farmers until the land is needed for urban expansion if ever However he noted that the report itself states that such program would have to operate in provincewide framework The re rt also calls for Simcoe ountys population to grow to 500000 by the year 2011 with 125000 in Barrie 195000 in other urban cen tres and 180000 in rural areas Mr Lewis teed off on Premier William Davis for claiming partial victory in connection with the oil price hike He said the premier wanted wellhead price in crease of 19 cents barrel but got$175 Even for Tory thats not bad he said He said socalled phasing of the hike in two sta es merely heralds twice ear price in creases in the uture In addition he said it will take 117 da rather than 60 as the eral overnment claims for oil sol at the new wellhead price to reach the gas pump As result he said allow ing the gasoline price to rise four cents allon two mon ths after the irst phase of the wellhead increase takes ef fect July means oil com panies will make an extra $95 million selling at the new price oil produced at the old rice companies will get another $11 million the same way when the second phase takes effect next year he said He said an NDP overn ment would freeze prices until oil companies open their books to prove their need for price increase Mr Lewis said the recent divisional court decision declaring illegal the govern ments hospital closing pro gram is rare commentary the capacity of govem ment tobewron In any event said more money could be saved on health care by cutting down unnecessary surgery reduc ing OHIP payments to ri vate laboratories or en ng the systems total reliance on feeforservice method of payment He said Conservative cut backs on health care and social services never ive them so much as sleep ess hour to think of the conse quences He said the NDP is emerg ing as an alternative to the Conservatives on one issue after another and he wishes Liberal leader Stuart Smith had not drawn back from his earlier threat to cause an election this spring Has no comment on general strike Provincial New Demo cratic Party leader Stephen Lewis had no comment Wed nesday on the Canadian Labor Congress vote au thorizing its leaders to call general strike an action he opposed on his last trip to Barrie Ill comment on it when it happens he said in an inter view Its their business its their labor congress not mine He said he had understood the CLC measure as authoriz ing series of rotating one rhy strikes rather than true general strike If the latter occurred he said it would have major consequences for the party and he would have to consult his caucus before commenting He said he would like to see how another CLC measure manifesto demanding greater voice for labor in economic planning is received He also said he sympathizes with the frustra tions which led to the general strike vote Last November Mr Lewis told the Simcoe Centre NDP ovincial riding association opposes general strikes and other forms of civil disobedience He made no reference to the subject Wednesday during his speech to the same group PAUL WESSENGER new acclaimed
