deeply resented the remarks of Schmidt and Kissinger But other observers put it down mainly to French jeal ousy They note Giscard dEstaings recent statement that it is important France keep forces equivalent in size to those of the West German army And because the French economy weakens wheile the West German economy con tinues to grow West Ger manys political influence is bound to increase in the decay of detente and worried about the continuous Soviet arms build up is thinking of reinforcing Communist Chinas armed forces as counterweight to Russian military power Of course the Communist Russians and Chinese have been at each others throats for years since the early 1960s in fact with much earlier punditry about the possibility of major Sino Sovietwar What better way to restrain the Russians other than the uss military increases than to help bolster the Chinese against the same Russian military threat SKILLS NOW IN CHINA In more practical vein the Chinese certainly have an entree
