YorkSimcoe The bill to abolish capital punishment in Canada is now being debated in the House of Commons The present administration in Ottawa has indicated they intend to keep parliament sit ting until the Bill is passed yet this session is already the longest in history The administration claims that the vote is free vote That challenge It is free vote only after the Cabinet which includes retention ists has agreed to vote unan imously for abolition The last time the death pen alty was voted upon the re tentionists would have won by four votes if it had not been for the 28 member Cabinet vo ting en block against them DISCONTINUED The abolitionist bill now be fore arliament proposes that the eath penalty be discontin ued not only for the killing of prison guards and policemen but also for treason against the state or piracy where death occurs This will make us totally abolitionist state with no death penalty whatso ever Even Great Britain which is partially abolitionist state has retained the death penalty in cases of treason or piracy If the Liberal administra tions will prevails and we become totally abolitionist state we will be the 11th coun try in the world to be one the others being Costa Rica Ice land Austria Columbia Do minican Republic Ecuador Ihnland West Germany Ven ezuela and Uruguay One hundred countries have retained capital punish ment for ordinary offences They include France India Japan East Germany Ire land Greece and most Arab African and South American states The death penalty for wide variety of crimes con tinues in all communist na lions Three federated nations are divided on the issue some states within the fed eration being abolitionist and some being retentionist They are Australia the United States of America where there are 37 retentionist states out of 50 and Mexico Another 23 countries are abolitionist by law for or dinary crimes only That is they retain the death penalty for perhaps treason or like dfence Typical countries in this column are Argentina Brazil Denmark Italy 15 rael New Zealand the Neth alands Norway and the Uni ted Kingdom N0 MORAL RIGHT Abolitionists claim that the state has no moral right to take life regardless of the crime Ottawa energy policy is rapped by McCague By GEORGE McCAGUE MPP DufferinSimcoe Just recently the federal authorities presented an ener gy policy paper suggesting that the price of Canadian crude oil should match the current world price This would raise the current $800 barrel level to approxim ately $13 resulting in an in crease of 20 cents in gasoline prices and an additional $125 year to heat the average home The producing provinces of Alberta Saskatchewan and British Columbia are in favor with the governments policy as it would increase their roy alities substantially Ottawa would also be looking forward to the subsequent increase in taxes to fill its own coffers The argument given by the federal authorities that higher prices mean more ex ploration just does not hold water Past increases in en ergy costs have over the years gone primarily to Gov ernment they have not made any substantial inroads in the further exploration of new energy supplies Prem ier Blakeney of Saskatche wan has been quoted as say ing so What then is the purpose of the Ottawa energy price mee ting It would appear to be meeting to come to some ar rangement on how to further tax the Canadian consumer rather than coming to some equitable arrangement to en sure an adequate supply of crude oil natural gas and economic stability for all Canadians Since oil and natural gas play such an important role in the economy of every pro vince Premier Davxs sugges ted that the meeting be open and take into consideration the whole question of the Can adian economy and its vari ous problems Almost invariably how ever the majority of aboli tionists have no hesitation in advocating that our abortion laws be eased or that euth anasia the killing of our el derly should be accepted Thisappears to me to be contradiction If it is wrong for the state to take the life of person who has been judged guilty of murder why is it not wrong to take the life of person who has obviously done noth ing wrong in that they are not even born or they are so old they are helpless These prebirth or socalled mercy killings could run into the hundreds of thousands while in the past fourteen years death sentences for crime have numbered only three or foura year Again where do you draw the line on the question of the state taking life Is it wrong for country to maintain an army which may be used to defend our society against foreign aggression and even kill the aggressors Of course not If there is nothing wrong with this where is the basic distinction between defen ding our society against foreign aggression and defen ding our citizens against criminals from within who choose to slaughter innocent victims DETERRENI While abolitionists claim it has never been proven that capital punishment is deter rent evidence to date indi cates otherwise Solicitor General Allmand admits the murder rate per 100000 of population has doubled since 1962 the year the death penalty was last used He states this proves nothing however In my view it indicates the death penalty may have been deterrent and it certainly places heavier onus on those claim there is no deter rent to prove their position After all the present law passed in Parliament four times already including De cember 1973 was always supposed to be for further trialperiod Now when trial period ev idence suggests the death penalty ma have been de terrent Liberal ad ministration proposes to press on and make us com pletely abolitionist state If they do it it will be against the will of the majori ty in Canada and Models Only Feds get most fire from wastewatchers The federal government has drawn most of the fire so far in the Greater Barrie Chamber of Commerces waste watchers program Peter Howden chairman of the Chambers legislative af fairs committee said Tuesday He said complaints about wasteful or inefficient prac tices by the federal govern ment outnumber the com bined total of provincial and municipal complaints by three or four to one We havent had hell of lot of provincial complaints hesaid dont know why However he noted that the proportion could change by the end of the week when the committee expects to have all reports from chamber membersinits hands No results will be made blic until all complaints ve been tallied and govern ment agencies have been given two weeks to reply he said Agencies will be asked to give the cost of each practice and to explain their policies from their own point of view and their replies or failure to reply will be noted in the committees report along with the committees evalua tion of each explanation Mr Howden said there have been about 20 subjects mentioned in complaints received so far with number of these mentioned more than once He would not comment on the nature of the complaints except to say that federal matters predominate and that only few minor complaints have been received concerning municipal government Committee members
